
Mr. Saeed Ahmad Maitla
Acting Secretary, National Assembly of Pakistan
Mr. Saeed Ahmad Maitla is a seasoned career parliamentary officer with over three decades of distinguished service in the National Assembly of Pakistan. He was appointed as Acting Secretary of the National Assembly in January 2026, having previously served as Additional Secretary (Administration). Concurrently, he also holds the key position of Principal Secretary to the Honourable Speaker of the National Assembly, Sardar Ayaz Sadiq.
Mr. Maitla’s professional career reflects a steady progression through the ranks of the National Assembly Secretariat, marked by positions of considerable responsibility and trust. Among his most notable assignments is the distinction of having worked with three successive Speakers of the National Assembly i.e. – three-time Speaker and former Federal Minister for Economic Affairs, Law and Justice, Honourable Sardar Ayaz Sadiq; Honourable Mr. Asad Qaiser; and former Prime Minister of Pakistan, Raja Pervez Ashraf. He has also served as Secretary to the Parliamentary Committee on the China-Pakistan Economic Corridor (CPEC), a high-powered committee comprising senior Members from both Houses of the Parliament.
Career
During his tenures as Secretary to the Speaker, Mr. Maitla acted as an effective liaison between the treasury and opposition benches and played a pivotal role in supporting the Honourable Speaker in the discharge of complex constitutional and legislative responsibilities. Drawing on his extensive experience of working with high-profile dignitaries, he efficiently managed both the political and administrative affairs of the Speaker’s Office, ensuring smooth coordination between the Custodian of the House, elected Members, the Federal Secretariat, and the National Assembly Secretariat.
As Additional Secretary (Administration), Mr. Maitla spearheaded initiatives to modernize the Parliament House through the adoption of contemporary technologies, resulting in improved energy conservation and enhanced administrative efficiency. Under his leadership, measures were taken to raise standards of cleanliness and improve financial discipline within the Parliament House, leading to tangible savings of public funds.
Between 2019 and 2021, Mr. Maitla served as Secretary of the Parliamentary Committee on CPEC, where he provided critical secretarial and strategic support and oversaw parliamentary monitoring of one of Pakistan’s most significant economic and strategic initiatives.
House Committees are regarded as the eyes and ears of the Parliament. Mr. Maitla began his professional career in 1996 with his induction into the Committees Wing, a placement that proved formative for his future growth. His association with the Committees Wing, spanning seventeen years until 2013, played a pivotal role in shaping his professional development. During this period, he acquired extensive exposure to parliamentary oversight of government departments, public service entities, and senior public officials. His work with various House Committees also enabled him to develop a comprehensive understanding of the legislative process, as legislative proposals introduced in the House are subjected to detailed scrutiny and ultimately refined within committees through rigorous deliberations.
A recognized expert in parliamentary procedures and practices, Mr. Maitla has represented the National Assembly of Pakistan at numerous bilateral and multilateral parliamentary forums across the world. His participation in international delegations, along with capacity-building trainings and workshops held both domestically and abroad, has enabled him to contribute to global parliamentary discourse and promote best practices in legislative management, administrative reforms, and public policy.
Early Life, Education & Hobbies
Mr. Saeed Ahmad Maitla was born into a respected Maitla family of District Muzaffargarh, South Punjab. He began his professional career in academia as a Lecturer in English at Divisional Public School & College, Lahore, where he served from 1993 to 1995.
A scholar of language and literature, he holds a Master’s degree in English Language and Literature from Bahauddin Zakariya University, Multan (1992), and a Bachelor of Arts in Persian and English Literature from Emerson College, Multan (1989). He is fluent in English, Urdu, and Punjabi/ Siraiki, with a strong academic grounding in Persian.
Beyond his official responsibilities, Mr. Maitla is actively engaged in social welfare and community service. He is an avid reader and enjoys outdoor pursuits, including hiking, sightseeing, and sustainable agriculture. Since, he belongs to an agriculturist family and has inherited a long-standing farming tradition, he maintains a keen interest in agricultural pursuits, particularly the cultivation of various local and foreign varieties of mangoes at his native place.
