Islamabad, July 10, 2026: The 28th meeting of the Standing Committee on Interior and Narcotics Control was held on 10 July 2026 at 2:00 p.m. at Parliament House, Islamabad, under the chairmanship of Raja Khurram Shahzad Nawaz, MNA. The Committee confirmed the minutes of its previous meeting held on 09 June 2026 and reviewed the implementation status of its previous recommendations and expressed satisfactions with the compliance report.
Members discussed the prevailing law and order situation in Balochistan and Azad Jammu & Kashmir. While some Members proposed an in-camera briefing at Parliament House, the majority favored holding a separate meeting in Quetta to assess the ground situation and formulate recommendations. After detailed deliberations, the Committee decided to convene a meeting in Quetta in the near future to review the law and order situation in Balochistan and make appropriate recommendations.
The Committee then considered the Code of Criminal Procedure (Amendment) Bill, 2025 (Government Bill), the West Pakistan Motor Vehicles Taxation (Amendment) Bill, 2025 (Government Bill), and the Islamabad Capital Territory Local Government (Amendment) Bill, 2026 (Ordinance No. II of 2026) (Government Bill). After detailed deliberations, the Committee deferred consideration of the Code of Criminal Procedure (Amendment) Bill, 2025 and the Islamabad Capital Territory Local Government (Amendment) Bill, 2026.
The Excise and Taxation Department, ICT, informed the Committee that the Ministry of Law and Justice had conveyed that the subject matter of the West Pakistan Motor Vehicles Taxation (Amendment) Bill, 2025 had already been legislated through the Finance Act, 2026-27, rendering the Bill infructuous. Accordingly, the Committee recommended that the Bill be treated as withdrawn.
The Committee expressed serious concern over the prolonged delay in the construction of Sher Dhamial Road and Sigga Bintrar Road, Islamabad. The Chairman, CDA, attributed the delay to inadequate budgetary allocations and assured the Committee that additional funds would be allocated subject to resource availability. The Committee directed CDA to prioritize the completion of these ongoing projects/roads and other identified priority roads instead of initiating new schemes. The Minister for Interior informed the Committee that CDA would apprise it in the next meeting of the funds available for completion of the roads’ projects.
The Committee also considered the agenda regarding the engagement of consultants for preparing a feasibility study on the regularization and upgradation of illegal housing schemes and settlements in Islamabad. The Chairman, Standing Committee observed that consultants could be engaged by the CDA Board and emphasized the need for a comprehensive review of zoning regulations, building by-laws, and the planning framework to reflect present-day realities. He noted that regularization, where legally feasible, would improve public service delivery and strengthen CDA's financial position through the collection of regularization fees and other charges.
The Committee urged the Government to formulate a practical regulatory framework for existing settlements while ensuring effective measures to prevent future illegal developments. The Chairman, CDA, informed the Committee that the Authority was committed to the objective but required an appropriate policy framework and necessary approvals for implementation.
The Committee further considered the issue pertaining to ban on Registry and Inteqal/mutation of Khanna Dak, Khanna Kak and Shakrial, Islamabad and expressed strong dissatisfaction over the continued delay in the transfer of land records from Rawalpindi to the Islamabad administration. Observing that the matter had repeatedly been raised without any meaningful progress, the Committee directed the Senior Member, Board of Revenue, Punjab, the Commissioner, Rawalpindi, and other relevant authorities to appear before its next meeting with a definite timeline for completing the transfer of the remaining land records. The Committee emphasized that the prolonged delay had caused unnecessary hardship to the public and could no longer be allowed to continue.
The meeting was attended by Barrister Aqeel Malik, Minister of State for Law and Justice; Mr. Talal Chaudhry, Minister of State for Interior and Narcotics Control; Mr. Anjum Aqeel Khan; Chaudhary Naseer Ahmed Abbas (via video link); Malik Shakir Bashir Awan; Ch. Muhammad Shahbaz Babar; Syed Rafiullah; Sardar Nabeel Ahmed Gabol; Mr. Abdul Qadir Patel (via video link); Nawabzada Mir Jamal Khan Raisani; Ms. Rana Ansar; Mr. Muhammad Ijaz-ul-Haq; and Mr. Khushal Khan Kakar, MNAs. Senior officers from the Ministry of Interior and Narcotics Control, the Ministry of Law and Justice, Capital Development Authority (CDA) and FIA also attended the meeting. The Deputy Commissioner, Islamabad, and the Additional Deputy Commissioner Revenue, Rawalpindi, were also present.
