Islamabad, July 5, 2026: In line with the vision of Speaker National Assembly Sardar Ayaz Sadiq to promote post-legislative scrutiny and strengthen parliamentary oversight, the Young Parliamentarians Forum (YPF) of the National Assembly, under the leadership of its President Syeda Nosheen Iftikhar, MNA, successfully concluded its two-day Post-Legislative Scrutiny (PLS) Workshop for Members of the National Assembly.

The concluding day of the workshop was attended by MNAs Raja Osama Sarwar, Ms. Shaista Khan, Mr. Babar Nawaz Khan, Ms. Akhtar Bibi, Syed Shah Ahad Ali Shah, Ms. Shamaila Rana, Mr. Miqdad Ali Khan, Ms. Sadaf Ihsan, Mr. Danyal Chaudhary, Makhdoom Zain Hussain Qureshi, and Ms. Neelum Kumari. Chairperson of the Shaoor Foundation for Education & Awareness (SFEA), Syed Ali Hameed, also participated in the proceedings.

The workshop, organized by the Young Parliamentarians Forum in collaboration with the Shaoor Foundation for Education & Awareness (SFEA), aimed to equip parliamentarians with the knowledge, skills, and practical tools required to undertake effective post-legislative scrutiny, enabling them to assess whether laws enacted by Parliament are being implemented in their true letter and spirit and are achieving their intended objectives.

The second day commenced with an opening session and a comprehensive recap of the deliberations held on the first day of the workshop. The session, led by Raja Shoaib Akbar, Executive Director, SFEA, summarized the key concepts, discussions, and practical insights shared during the inaugural day, laying the foundation for the advanced sessions that followed.

A technical session on "Legislative Gaps and Implementation" was conducted by Zafarullah Khan, an expert on parliamentary and legislative matters. The session focused on identifying legislative gaps and shortcomings in existing laws, with particular emphasis on human rights legislation as a case study. Through an interactive exchange, participating MNAs engaged in detailed discussions with the expert, sharing parliamentary experiences, examining practical implementation challenges, and exploring ways to strengthen the effectiveness of legislation through post-legislative scrutiny.

The workshop continued with a session on "Essentials of Legislative Oversight," also facilitated by Zafarullah Khan. The session highlighted Parliament's critical role in ensuring the effective enforcement of enacted legislation, addressing implementation hurdles, and identifying practical pathways for improving oversight mechanisms. The participating parliamentarians actively interacted with the resource person, exchanging views on strengthening committee oversight, enhancing executive accountability, and institutionalizing effective follow-up mechanisms to ensure that legislation delivers its intended outcomes.

Addressing the closing ceremony, President YPF Syeda Nosheen Iftikhar reaffirmed the Forum's commitment to promoting evidence-based lawmaking and institutionalizing post-legislative scrutiny as an integral component of parliamentary oversight. She emphasized that incorporation of effective post-legislative scrutiny in legislative evaluation would contribute to more effective implementation of laws, improved public service delivery, and enhanced democratic governance.

اسلام آباد، 5 جولائی 2026ء: اسپیکر قومی اسمبلی سردار ایاز صادق کے وژن کے مطابق پارلیمانی نگرانی کے نظام کو مؤثر بنانے اور شواہد پر مبنی قانون سازی کے فروغ کے لیے قومی اسمبلی کے ینگ پارلیمنٹیرینز فورم (وائی پی ایف) کی صدر، رکن قومی اسمبلی محترمہ سیدہ نوشین افتخار کی قیادت میں بعد از قانون سازی کے جائزے (پوسٹ لیجسلیٹو اسکرُوٹنی) کی دو روزہ ورکشاپ اختتام پذیر ہوگئی۔

 

اختتامی روز ورکشاپ میں اراکین قومی اسمبلی راجہ اسامہ سرور، محترمہ شائستہ خان، بابر نواز خان، محترمہ اختر بی بی، سید شاہ احد علی شاہ، محترمہ شمائلہ رانا، مقداد علی خان، محترمہ صدف احسان، دانیال چوہدری، مخدوم زین حسین قریشی، اور محترمہ نیلم کماری نے شرکت کی۔ اس موقع پر شعور فاؤنڈیشن فار ایجوکیشن اینڈ اویئرنیس کے چیئرمین سید علی حمید سمیت سول سوسائٹی کے نمائندے بھی موجود تھے۔

 

ینگ پارلیمنٹیرینز فورم اور شعور فاؤنڈیشن فار ایجوکیشن اینڈ اویئرنیس کے اشتراک سے منعقدہ اس ورکشاپ کا مقصد اراکینِ قومی اسمبلی کی بعد از قانون سازی کے جائزے سے متعلق صلاحیتوں میں اضافہ، پارلیمانی نگرانی کو مؤثر بنانا اور قانون سازی کے عملی نفاذ کا جائزہ لینے کے لیے ضروری مہارتیں فراہم کرنا تھا۔

 

ورکشاپ کے دوسرے روز کا آغاز پہلے روز کی کارروائی کے خلاصے سے ہوا، جسے شعور فاؤنڈیشن کے ایگزیکٹو ڈائریکٹر راجہ شعیب اکبر نے پیش کیا۔ بعد ازاں پارلیمانی و قانون سازی امور کے ماہر ظفراللہ خان نے "قوانین پر عملدرآمد" اور "قانون سازی پر پارلیمانی نگرانی کے بنیادی تقاضے" کے موضوعات پر تفصیلی سیشنز کی نظامت کی۔ شرکاء نے قانون سازی کے مؤثر نفاذ، پارلیمانی نگرانی کے طریقہ کار، قائمہ کمیٹیوں کے کردار اور بعد از قانون سازی کے جائزے کے مختلف پہلوؤں پر تبادلۂ خیال کیا۔

 

اختتامی تقریب سے خطاب کرتے ہوئے صدر ینگ پارلیمنٹیرینز فورم، سیدہ نوشین افتخار نے کہا کہ شواہد پر مبنی قانون سازی کے فروغ اور بعد از قانون سازی کے جائزے کو پارلیمانی نگرانی کا مستقل اور مؤثر حصہ بنانے کے لیے فورم اپنی کاوشیں جاری رکھے گا۔ انہوں نے کہا کہ بعد از قانون سازی کے جائزے کو قانون سازی کے عمل میں مؤثر انداز میں شامل کرنے سے قوانین پر بہتر عملدرآمد، عوامی خدمات کی فراہمی میں بہتری اور جمہوری طرزِ حکمرانی کو مزید مضبوط بنانے میں مدد ملے گی۔

 

ورکشاپ کے اختتام پر شرکاء سے اظہارِ تشکر کیا گیا اور صدر ینگ پارلیمنٹیرینز فورم سیدہ نوشین افتخار اور چیئرمین شعور فاؤنڈیشن سید علی حمید نے ورکشاپ میں شریک اراکینِ قومی اسمبلی، قومی اسمبلی سیکرٹریٹ کے افسران و اہلکاروں، شعور فاؤنڈیشن کے نمائندوں اور دیگر سول سوسائٹی تنظیموں کے نمائندوں میں اسناد تقسیم کیں۔
