Standing Committee on Federal Education and Professional Training meets

Islamabad, 03rd June, 2026: The 23rd Meeting of National Assembly Standing Committee on Federal Education and Professional Training was held under the Acting Chairmanship of Mahtab Akbar Rashdi, MNA at Constitution Room, Parliament House, Islamabad.

 
The committee recommended three government Bills that includes “The Federal Board of Intermediate and Secondary Education (Amendment) Bill, 2026”, “The Pakistan Study Centers (Amendment) Bill, 2026” and
“The Centres of Excellence (Amendment) Bill, 2026”.
 
The Committee was informed about the “No Child Left Behind” campaign with the objective of identifying, enrolling, and retaining every out-of-school child in the Islamabad Capital Territory (ICT) in either formal or non-formal education. The campaign is being implemented through a Union Council-wise comprehensive coverage strategy, which includes door-to-door household surveys, community mobilization, and real-time monitoring mechanisms. The initiative is being carried out in collaboration with key stakeholders, including the Ministry of Federal Education and Professional Training, the National Commission for Human Development (NCHD), Basic Education Community Schools (BECS), the National Education Foundation (NEF), non-governmental organizations, the Pakistan Institute of Education (PIE), and JICA.
 
The Committee was further informed that surveys have been completed in 31 Union Councils, while the data of identified out-of-school children is being updated in the Non-Formal Education Management Information System (NFEMIS). The survey covers children up to 16 years of age, with a particular focus on enrolling children in the 5–16 years age group. To date, a total of 22,057 out-of-school children, comprising 11,733 boys and 10,319 girls, have been identified through door-to-door surveys conducted across 36 rural Union Councils of ICT.
 
The Committee was informed that the recruitment process for the appointment of the Chairman, ICT-PEIRA, has been completed, and the nominations have been forwarded to the Prime Minister’s Office for approval.
 
The Committee expressed serious concern over the persistent faculty-related issues at the Federal Urdu University of Arts, Science & Technology, Abdul Haq Campus, Karachi, and observed that despite repeated highlighting of these matters, no tangible progress has been made towards their resolution. The Committee criticized the continued delay in addressing these longstanding issues, noting that such inaction adversely affects the academic environment and institutional functioning of the University. In this regard, it was decided that the matter would be taken up as a priority agenda item in the next meeting, wherein all relevant stakeholders would be invited to provide explanations and facilitate the formulation of concrete and time-bound solutions.
  
The meeting was attended by MNA’s including Mr. Anjum Aqeel Khan, Mr. Zulfiqar Ali Bhatti, Ms. Farah Naz Akbar, Syeda Amnah Batool, Dr. Shazia Sobia Aslam Soomro, Ms. Mahtab Akbar Rashdi, Ms. Mussarat Rafique Mahesar and Ms. Sabheen Ghoury. The meeting was also attended by the Secretary, Chairman HEC and officials of the Ministry of Federal Education and Professional Training, officials of Higher Education Commission HEC and other officers concerned.
