Islamabad, May 19, 2026: The soft launch ceremony of the “First AI-Enabled Parliamentary System in the National Assembly of Pakistan and AI-Powered Digital Transformation of the Speaker’s Office for Smart & Efficient Legislation” was held today at Parliament House, Islamabad. The initiative has been launched under the leadership of the Prime Minister of Pakistan, Muhammad Shehbaz Sharif, in line with the vision of the Speaker National Assembly of Pakistan, Sardar Ayaz Sadiq, and the Digital Nation Pakistan Vision.

 

Speaking on the occasion, Speaker National Assembly Sardar Ayaz Sadiq stated that digitalization is a key driver of institutional efficiency and transparency. He noted that, in pursuit of a paperless Parliament, all Members have already been provided iPads, as the Parliament processes thousands of documents daily. He emphasized that complete digitalization will ultimately enable a fully paperless and digitally integrated Parliament. The Speaker also appreciated the continued support of the Ministry of Information Technology and Telecommunication, National Information Technology Board(NITB) and underscored the need for sustained collaboration to further strengthen this transformation. He further thanked MNA Syeda Amnah Batool for spearheading and coordinating the initiative with dedication.

Federal Minister for IT & Telecommunication Ms. Shaza Fatima Khawaja lauded the initiative, terming it a significant and forward-looking step towards the complete digitalization of Pakistan. She reaffirmed the Ministry’s commitment to supporting the National Assembly in its journey towards a modern, technology-driven parliamentary system.

 

Chairman Standing Committee on Information Technology and Telecommunication/ Former Federal Minister for IT and Telecommunication Syed Amin-ul-Haque also termed the initiative a milestone in the parliamentary history of Pakistan, stating that under the leadership of Speaker National Assembly Sardar Ayaz Sadiq, the National Assembly is steadily transforming itself into an AI-enabled Parliament. He further noted that in today’s knowledge-based economies, the digitalization of institutional processes is pivotal for enhancing efficiency, transparency, and effective governance.

 

The launch marks a major milestone in the ongoing digital transformation of Pakistan’s parliamentary ecosystem. It reflects the National Assembly’s commitment to modernizing legislative processes through innovation, efficiency, transparency, and the gradual transition towards a fully paperless working environment

 

Developed in liaison with the National Information Technology Board (NITB), under the coordination of MNA Syeda Amnah Batool—who was entrusted by the Honourable Speaker National Assembly to engage with NITB and chaired a series of consultative meetings focused on developing an integrated digital ecosystem for the Speaker’s Office—and under the guidance of Speaker National Assembly Sardar Ayaz Sadiq, the initiative is designed to facilitate Members of the National Assembly in conducting the Business of the House in a more efficient, structured, and technology-enabled manner. It aims to improve access to parliamentary information, streamline workflow processes, and enhance coordination between different parliamentary functions, thereby supporting more informed and timely legislative decision-making.

 

This AI-Enabled Parliamentary System provides a highly secure, 100% on-premises AI platform developed exclusively for parliamentary use, ensuring complete data sovereignty. All parliamentary data is hosted within Pakistan and remains fully under the control and custody of the National Assembly, thereby strengthening institutional security, operational independence, and confidence in digital parliamentary processes. The initiative also represents a shift towards a modern parliamentary model where digital tools assist Members in carrying out legislative responsibilities with greater ease, speed, and accuracy, while strengthening institutional capacity and public service delivery.

 

Aligned with Sustainable Development Goal 12 on responsible consumption and production, the initiative further supports the Government of Pakistan’s austerity measures through reduced reliance on paper-based processes and improved resource efficiency. This development is widely seen as an important step towards building a smarter, more responsive, and digitally empowered Parliament of Pakistan that is better equipped to meet contemporary governance needs.

 

The ceremony was attended by Federal Minister for IT & Telecommunication Ms. Shaza Fatima Khawaja, Former Minister for IT & Chairman Standing Committee on Information Technology and Telecommunication Syed Amin-ul-Haque, Parliamentarians, senior officials of the National Information Technology Board (NITB), members of civil society, media representatives, and other distinguished guests.

اسپیکر سردار ایاز صادق کے وژن کے تحت قومی اسمبلی جدید مصنوعی ذہانت پر مبنی پارلیمانی نظام کی جانب گامزن

 

 

اسلام آباد: 19 مئی 2026: پارلیمنٹ ہاؤس اسلام آباد میں آج “قومی اسمبلی پاکستان میں مصنوعی ذہانت سے لیس پہلے پارلیمانی نظام اور اسمارٹ و مؤثر قانون سازی کے لیے اسپیکر آفس کی مصنوعی ذہانت پر مبنی ڈیجیٹل تبدیلی” کی سافٹ لانچ تقریب منعقد ہوئی۔ یہ اقدام وزیر اعظم پاکستان میاں محمد شہباز شریف کی قیادت، اسپیکر قومی اسمبلی سردار ایاز صادق کے وژن اور ڈیجیٹل نیشن پاکستان ویژن کے تحت شروع کیا گیا۔

 

اس موقع پر اسپیکر قومی اسمبلی سردار ایاز صادق نے کہا کہ ڈیجیٹلائزیشن ادارہ جاتی کارکردگی اور شفافیت کے فروغ میں کلیدی کردار ادا کرتی ہے۔ انہوں نے کہا کہ پیپر لیس پارلیمنٹ کے قیام کے لیے تمام اراکین قومی اسمبلی کو آئی پیڈز فراہم کیے جا چکے ہیں کیونکہ پارلیمنٹ میں روزانہ ہزاروں دستاویزات پر کام ہوتا ہے۔ انہوں نے کہا کہ مکمل ڈیجیٹلائزیشن کے بعد قومی اسمبلی مکمل طور پر پیپر لیس اور ڈیجیٹل طور پر مربوط پارلیمنٹ بن جائے گی۔اسپیکر قومی اسمبلی نے وزارتِ انفارمیشن ٹیکنالوجی اور نیشنل انفارمیشن ٹیکنالوجی بورڈ (این آئی ٹی بی) کے مسلسل تعاون کو سراہتے ہوئے کہا کہ اس تبدیلی کے عمل کو مزید مضبوط بنانے کے لیے باہمی تعاون جاری رکھنا ضروری ہے۔ انہوں نے رکن قومی اسمبلی سیدہ آمنہ بتول کی خدمات کو بھی خراجِ تحسین پیش کیا جنہوں نے اس منصوبے کو ممکن بنانے میں۔ کلیدی کردار ادا کیا ۔

 

وفاقی وزیر برائے انفارمیشن ٹیکنالوجی و ٹیلی کام شزا فاطمہ خواجہ نے اس اقدام کو پاکستان کی مکمل ڈیجیٹلائزیشن کی جانب ایک اہم قدم قرار دیا۔ انہوں نے قومی اسمبلی کو جدید اور ٹیکنالوجی پر مبنی پارلیمانی نظام کی جانب سفر میں وزارت کی مکمل معاونت کی یقین دہانی کرائی۔

 

سابق وفاقی وزیر برائے انفارمیشن ٹیکنالوجی اور قائمہ کمیٹی برائے انفارمیشن ٹیکنالوجی و ٹیلی کمیونیکیشن کے چیئرمین سید امین الحق نے اس اقدام کو پاکستان کی پارلیمانی تاریخ میں ایک اہم سنگِ میل قرار دیتے ہوئے کہا کہ اسپیکر قومی اسمبلی سردار ایاز صادق کی قیادت میں قومی اسمبلی بتدریج مصنوعی ذہانت سے لیس پارلیمنٹ میں تبدیل ہو رہی ہے۔ انہوں نے کہا کہ موجودہ علم پر مبنی معیشت میں ادارہ جاتی عمل کی ڈیجیٹلائزیشن کارکردگی، شفافیت اور مؤثر طرزِ حکمرانی کے لیے انتہائی اہم ہے۔ 

 

یہ منصوبہ پاکستان کے پارلیمانی نظام میں جاری ڈیجیٹل تبدیلی کا اہم سنگِ میل ہے اور قانون سازی کے عمل کو جدت، مؤثریت، شفافیت اور مکمل پیپر لیس نظام کی جانب منتقل کرنے کے قومی اسمبلی کے عزم کی عکاسی کرتا ہے۔ یہ نظام نیشنل انفارمیشن ٹیکنالوجی بورڈ (این آئی ٹی بی) کے تعاون سے تیار کیا گیا ہے جبکہ رکن قومی اسمبلی سیدہ آمنہ بتول کی نگرانی میں اس منصوبے کی ہم آہنگی کی گئی۔انہیں معزز اسپیکر قومی اسمبلی کی جانب سے این آئی ٹی بی کے ساتھ رابطہ کاری اور اسپیکر آفس کے لیے مربوط ڈیجیٹل نظام کی تیاری سے متعلق مشاورتی اجلاسوں کی سربراہی کی ذمہ داری سونپی گئی تھی۔

 

اسپیکر قومی اسمبلی سردار ایاز صادق کی رہنمائی میں تیار کیے گئے اس منصوبے کا مقصد اراکین قومی اسمبلی کو ایوان کی کارروائی زیادہ مؤثر، منظم اور ٹیکنالوجی سے ہم آہنگ انداز میں انجام دینے میں سہولت فراہم کرنا ہے۔ اس کے ذریعے پارلیمانی معلومات تک رسائی بہتر بنانے، ورک فلو کے عمل کو مؤثر بنانے اور مختلف پارلیمانی امور کے درمیان ہم آہنگی بڑھانے میں مدد ملے گی، جس سے قانون سازی سے متعلق فیصلے مزید بروقت اور مؤثر انداز میں کیے جا سکیں گے۔ مصنوعی ذہانت سے لیس یہ پارلیمانی نظام ایک نہایت محفوظ اور مکمل طور پر پاکستان میں موجود پلیٹ فارم پر مشتمل ہے جو خصوصی طور پر پارلیمانی استعمال کے لیے تیار کیا گیا ہے۔ تمام پارلیمانی ڈیٹا پاکستان کے اندر محفوظ اور مکمل طور پر قومی اسمبلی کے کنٹرول اور تحویل میں رہے گا، جس سے ادارہ جاتی سکیورٹی، عملی خودمختاری اور ڈیجیٹل پارلیمانی عمل پر اعتماد مزید مضبوط ہوگا۔

 

یہ اقدام جدید پارلیمانی ماڈل کی جانب پیش رفت بھی ہے جہاں ڈیجیٹل ٹولز اراکین کو قانون سازی کی ذمہ داریاں زیادہ آسانی، تیزی اور درستگی کے ساتھ انجام دینے میں مدد فراہم کریں گے، جبکہ ادارہ جاتی استعداد اور عوامی خدمت کی فراہمی بھی مزید بہتر ہوگی۔ پائیدار ترقی کے 12 اہداف، جو ذمہ دارانہ استعمال اور پیداوار سے متعلق ہے، کے مطابق یہ اقدام حکومت پاکستان کی کفایت شعاری پالیسیوں کی بھی حمایت کرتا ہے کیونکہ اس سے کاغذی کارروائی پر انحصار کم ہوگا اور وسائل کے مؤثر استعمال کو فروغ ملے گا۔ اس پیش رفت کو ایک ایسے جدید، مؤثر اور ڈیجیٹل طور پر بااختیار پارلیمنٹ پاکستان کی تشکیل کی جانب اہم قدم قرار دیا جا رہا ہے جو موجودہ دور کے حکومتی تقاضوں کو بہتر انداز میں پورا کرنے کی صلاحیت رکھتی ہو۔
