Standing Committee on Finance and Revenue meets

Islamabad, the : The 19th meeting of the Standing Committee on Finance and Revenue was held at the Parliament House, Islamabad, under the chairmanship of Hon. Syed Naveed Qamar, MNA.

Dr. Nafisa Shah, MNA / Convener of the Sub-Committee, presented the report of the Sub-Committee on “The Parliamentary Budget Office Bill, 2025” (Private Member’s Bill). The Committee appreciated the efforts of the Sub-Committee and formally adopted the report. However, detailed consideration of the report was deferred to the next meeting of the Committee for further deliberation and final decision.

The Secretary, Ministry of Industries and Production, briefed the Committee on the National Electric Vehicle Policy 2025–2030, highlighting its key features, objectives, and procedural framework. He informed the Committee about the policy’s implementation strategy, incentives for manufacturers, and the overall roadmap for promoting electric mobility in the country.
 
The Chair and Hon. Members, while appreciating the initiative, expressed dissatisfaction with certain aspects of the policy, observing that it appeared to be more manufacturer-friendly rather than consumer-oriented. The Committee further pointed out significant procedural shortcomings in the subsidy mechanism, vehicle registration process, and bank financing arrangements, and recommended that these issues be revisited to ensure transparency, efficiency, and broader accessibility for consumers.
 
Some independent experts briefed the Committee on Pakistan’s Public Debt, outlining its current dynamics, underlying challenges, and the need for coordinated fiscal and monetary reforms. The experts provided an in-depth analysis of debt sustainability, repayment obligations, and the structural issues contributing to the growing debt burden.
 
The Chair and Hon. Members took keen interest in the discussion and raised a number of pertinent questions regarding debt management strategies, external borrowing, the role of international financial institutions, and possible policy measures to ensure long-term fiscal stability. The Committee appreciated the valuable insights shared by the experts and emphasized the importance of adopting a coordinated and transparent reform framework to address Pakistan’s public debt challenges effectively.
The Committee approved the minutes of its previous meeting.
 
The meeting was attended by Rana Iradat Sharif Khan, Syed Sami Ul Hassan Gillani, Dr. Nafisa Shah, Ms. Zeb Jaffar, Ms. Hina Rabbani Khar, Mirza Ikhtiar Baig, Mr. Arshad Abdullah Vohra, Mr. Muhammad Jawed Hanif Khan, and Ms Shahida Begum, MNAs, The meeting was also attended by the Secretary Industries and Production and officers from the Finance and Revenue Divisions were also present during the meeting.
