Islamabad – October 13, 2025:The 18th meeting of the National Assembly Standing Committee on Interior and Narcotics Control was held on October 13, 2025, at 2:00 p.m. in the Old PIPS Hall, Parliament Lodges, Islamabad, under the chairmanship of Raja Khurram Shahzad Nawaz, MNA.
The Committee reviewed the implementation status of its previous recommendations, particularly Recommendation No. 06, concerning the incident of misbehavior with the President and members of the Pakistan Nursing and Midwifery Council by the SHO, Police Station Banigala, who had unlawfully detained them without any legal justification. The Committee directed the Special Secretary, Ministry of Interior and Narcotics Control, to submit a compliance report in the next meeting. The Minister of State for Interior and Narcotics Control also assured the Committee of the provision of the said report in the forthcoming meeting.
During the meeting, Syed Rafiullah, MNA, raised the issue of non-payment of minimum wages to the cleaning and contractual staff at Parliament Lodges. The Committee recommended and directed the Chairman, CDA, to verify that the wages were being paid in accordance with the prescribed government standards.
The Committee considered the Calling Attention Notice moved by Mr. Anjum Aqeel Khan, MNA, and Mr. Ibrar Ahmed, MNA, regarding the delay in payments to those whose lands were acquired by the CDA in Sectors E-12, C-13, C-14, C-15, C-16, and H-16, Islamabad. Mr. Aqeel Malik, Minister of State for Law and Justice, attended the meeting as a special invitee on this agenda item. The Committee held detailed deliberations on the matter.
The Chairman, CDA, informed the Committee that the Member (Estate), CDA, who was directly responsible for the matter, was currently abroad and scheduled to return on 30th October 2025. The Committee directed the Chairman, CDA, to arrange a detailed briefing on 3rd November 2025, with the participation of Mr. Anjum Aqeel Khan, MNA; Mr. Ibrar Ahmed, MNA; Mr. Aqeel Malik, MNA/Minister of State for Law and Justice; Syed Rafiullah, MNA; and Raja Khurram Shahzad Nawaz, MNA/Chairman of the Standing Committee on Interior and Narcotics Control, to resolve the longstanding issues of the affectees of the said sectors.
Mr. Ibrar Ahmed, MNA, apprised the Committee that the official compensation rates were fixed at nominal levels dating back to 1985, and CDA’s failure to make timely payments had resulted in severe financial hardship and displacement of the affected persons. He further highlighted the alleged involvement of a land mafia that exploited the situation by fraudulently obtaining payments while the genuine owners remained uncompensated, adding that the issue had persisted unresolved for over two decades. The Minister of State for Interior and Narcotics Control acknowledged the gravity of the matter and assured the Committee that a comprehensive report would be submitted in this regard.
Mr. Anjum Aqeel Khan, MNA, emphasized that the affectees of the said sectors must be compensated at prevailing market rates. He stated that the Prime Minister had already announced payment to the affectees at market rates, which had also been approved by the Cabinet, and that no further award was to be issued. Mr. Aqeel Malik, MNA, noted that the matter concerned the general public and included areas within his constituency, where people had been waiting for compensation for an extended period. He further mentioned that the Islamabad High Court had also ruled in favor of making payments at market rates. The Chairman of the Standing Committee, Raja Khurram Shahzad Nawaz, reaffirmed that the court had already given its decision, the Cabinet had approved it, and the Honorable Prime Minister had announced payments to the affectees at current market rates. Syed Rafiullah, MNA, endorsed the views of the Members, stating that their concerns were justified and deserved full support.
The meeting was attended by MNAs Mr. Anjum Aqeel Khan, Ms. Nosheen Iftikhar, Malik Shakir Bashir Awan, Haji Jamal Shah Kakar, Syed Rafiullah, Mr. Abdul Qadir Patel, Khawaja Izhar Ul Hassan, Mr. Ibrar Ahmed, and Mr. Aqeel Malik, Minister of State for Law and Justice. The Special Secretary, Ministry of Interior and Narcotics Control, and the Chairman, Capital Development Authority (CDA), also attended the meeting.
