NA unanimously resolves to ensure the right of free speech as enshrined in the Constitution on World Press Freedom Day
Islamabad: 3rd May 2023; National Assembly of Pakistan unanimously passed a resolution on World Press Freedom Day and resolved that the fundamental right of freedom of speech enshrined in the Constitution under Article 19 which is the foundation of freedom of the press would be upheld. The resolution was moved by MNA Mehreen Razzaq Bhutto.
The House also reiterated that it is a fundamental human right protected by International Law, essential to democratic societies, and critical to the protection of human dignity.
The House recommended in the resolution that the Government should protect the freedom of the press from censorship and violence and should promote its full realization in accordance with its International Human Rights obligations; essential for the functioning of democratic societies, and vital for the protection of other human rights.
While Recognizing the critical role of journalists and media professionals in providing accurate, timely and impartial information to the public the resolution also highlighted the need to protect them from violence, intimidation, and harassment. The resolution also affirmed the obligation of the government to safeguard and uphold press freedom against any form of censorship, undue interference, or retribution.
Further, it was also resolved that effective measures will be ensured for the safety, security and independence of journalists, to strengthen the legal and institutional framework for the protection of press freedom, and to promote a pluralistic, diverse, and vibrant media environment in Pakistan, in compliance with its International Human Rights obligations and commitments.

قرارداد میں میڈیا کے عالمی یوم آزادی کے موقع پر آئین میں درج آزادی اظہار کے حق کو یقینی بنانے کا عزم کا اظہار کیا گیا
اسلام آباد: 3 مئی 2023؛ قومی اسمبلی کے بدھ کے روز منعقد ہونے والے اجلاس میں میڈیا کے عالمی یوم آزادی کے موقع پر ممبر قومی اسمبلی/چیئرپرسن قائمہ کمیٹی برائے انسانی حقوق ڈاکٹر مہرین رزاق بھٹو کی جانب سے پیش کی جانے والی قرارداد کو متفقہ طور پر منظور کر لیا گیا۔قرارداد میں فیصلہ کیا گیا کہ آرٹیکل 19 کے تحت آئین میں درج آزادی اظہار میڈیا کی آزادی کا بنیادی حق ہے اور آزادی صحافت کا بنیاد جزو ہے کو برقرار رکھا جائے گا۔ ایوان نے اس بات کا بھی اعادہ کیا کہ یہ بنیادی انسانی حق ہے جو بین الاقوامی قانون کے ذریعے محفوظ ہے، قرارداد میں مزید کہا گیا ہے کہ جمہوری معاشروں کے لیے ضروری ہے کہ انسانی وقار کے تحفظ کو یقینی بنایا جائے۔ ایوان نے قرارداد میں سفارش کی ہے کہ حکومت کو آزادی صحافت کو سنسر شپ اور تشدد سے تحفظ فراہم کرنا چاہیے اور انسانی حقوق کی بین الاقوامی ذمہ داریوں کو فروغ دینا چاہیے۔ جمہوری معاشروں کے لیے ضروری ہے کہ عوام کو درست، بروقت اور غیر جانبدارانہ معلومات فراہم کرنے میں صحافیوں اور میڈیا کے پیشہ ور افراد کے اہم کردار کو تسلیم کیا جائے، قرارداد میں اس بات کا بھی اعادہ کیا گیا ہے کہ صحافیوں کو تشدد، دھمکیوں سے بچانے کی ضرورت کو بھی اجاگر کیا جائے اور سنسر شپ، غیر ضروری مداخلت، یا انتقام کا نشانہ نا بنایا جائے۔ قرارداد میں مزید یہ بھی کہا گیا ہے کہ میڈیا کے نمائندوں کی حفاظت، سلامتی کے لیے موثر اقدامات کو یقینی بنایا جائے گا، اور صحافیوں کی آزادی اور صحافت کے تحفظ کے لیے قانونی اور ادارہ جاتی فریم ورک کو مضبوط کرنے کے لیے اقدامات کیے جائیں گے۔قرارداد میں مزید کہا گیا کہ پاکستان میں متحرک میڈیا ماحول کو فروغ دینے کے لیے اس کی بین الاقوامی انسانی حقوق کی ذمہ داریوں اور وعدوں کی تعمیل کی جائے۔
