BUILDING LEGISLATIVE DRAFTING CAPACITY FOR YOUTH IMPERATIVE FOR QUALITY LEGISLATION: NA SPEAKER

Islamabad: 2nd March 2022; Speaker National Assembly Asad Qaiser has said that input of  intelligentsia and academia is imperative for brining in quality legislation. He said that legislation being the prime function of Parliament needs research and technical support especially at drafting stage. He said, “Legislative drafting as an elective course in Law schools will support the process of drafting both at Federal and Provincial level.” He expressed these views while presiding over the meeting of Tadveen- A Legislative Drafting and Research Clinic established at Parliament House, Islamabad.
 
Speaker Asad Qaiser said that the cooperation between Academia and Parliament would enable Legislatures to legislate in the best public interest. He welcomed the initiative of MANTAQ- a research institute to start TADVEEN- A Legislative Drafting and Research programme under which legislative drafting research and review was being offered as an elective course in law schools of Lahore Institute of Management Sciences (LUMS) and KINNAIRD University, Lahore. He said that it is first time in the history of Parliament that youth is being engaged in drafting legislation to further the democratic norms in the society. He said that legislation should be in easy and understandable language so that common people can understand and respond to legislation being enacted by Parliament.
 
Chief Executive Officer of Mantaq Center for Research MPA  Ms.Farzana Yaqoob remarked about lack of quality legislative drafters. She appreciated special cooperation extended by  the Speaker National Assembly Asad Qaiser and Senior Officers of National Assembly Secretariat for establishment of Tadveen in Parliament House. She said that Tadveen is offering elective course in Drafting Legislation in LUMS and Kinnaird College for women first time in the history.
 While mentioning about the role played by Speaker National Assembly Asad Qaiser for establishment of Tadveen, MPA Ms.Aisha Chaudary said that Research is key to quality legislation and Tadveen would be a platform for the Youth of the country for training in legislative drafting. She said that Tadveen is the legislative Drafting and Research Programme which has four components that include Training, Research, Drafting and Post Legislative Scruitiny.
 
Syed Hamid Ali Shah Retired Chief Justice Lahore High Court and Head of the Advisory Board of Tadveen said that establishment of Tadveen had not been possible without the cooperation of Speaker National Assembly Asad Qaiser. He said this elective course would be beneficial for across the board students from law schools and this initiative was to make Parliament more inclusive.
 
Secretary National Assembly Syed Tahir Hussain said that it was 1st of its kind Legislative Research Institute in National Assembly which would facilitate public representatives to have research based input for quality legislation. He said that Tadveen would provide quality legislation support to all public Representatives.
 
The meeting was attended by Mr. Ahmer Ali Sufi  Head of Research Society of Law (RSIL), Dr.Shahid Mehmood, Senior Lawyer, Mr.Zulfiqar Ali Jahangir, Ambassador Naghmana A.Hashmi and Ms.Sabeena, representatives of diplomatic corps and senior officer of National Assembly Secretariat.
