N.A Standing Committee on Rules of Procedure & Privileges meets

TODAY, Islamabad, the 14th January 2022: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.
The Committee confirmed the minutes of its previous meeting held on 7-12-2021. The Comprehensive report/Implementation status of the previous recommendations of the Committee was placed before the Committee.
On the Question of Privilege raised by Sahibzada Muhammad Mehboob Sultan, Minister for States and Frontier Regions and Mr. Muhammad Ameer Sultan, Parliamentary Secretary for National Food Security and Research regarding alleged non-cooperation of Ex.DPO, District Jhang with the MNAs on telephone; as the representative from Home Department, Punjab, informed the Committee that the petitioner (Ex-DPO Jhang) has withdrawn his application from the Hon. Court, therefore, the Committee pended the Question of Privilege till its next meeting. The Committee also directed that Raja Riffat, ex-ROP Faisalabad should attend the next meeting of the Committee with the medical record of Ex-DPO Jhang which he expressed before its first meeting of the Committee on this issue that the DPO was ill and was not able to attend that first meeting of the Committee.  The Committee also directed that the Advocate General should also give a report on the said issue regarding vacation of stay order after a long time.  
On the Question of Privilege raised by Chaudhry Faqir Ahmed, MNA against Mr. Saeed Ahmed Dhudi, SDO, Irrigation Burewala for allegedly lodging a false FIR No. 282/20 in Police Station Sheikh Fazal, Tehsil Burewala, District Vihari against the Hon. Member; as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till is next meeting.
On the Question of Privilege moved by Makhdoom Syed Sami-ul-Hassan Gillani, MNA regarding allegedly non-cooperation of Mr. Zaheer Warraich, Chief Engineer, Pak PWD, Lahore and Superintendent Engineer, Pak PWD, Multan with the Hon. Member; as the Hon. Mover withdrew his Question of Privilege in writing, therefore, the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Makhdoom Syed Sami-ul-Hassan Gillani, MNA regarding the incorrect proposed Provisional Estimates of ADP-2021-22 by the XEN, Highways, Bahawalpur and misbehavior with the Hon. Member; as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting.  
On the Question of Privilege moved by Mr. Muhammad Iqbal Khan, MNA/Parliamentary Secretary against Secretary Health, Khyber Pakhtunkhwa, District Health Officer, District Khyber and Mr. Jehangir Afridi, Medical Superintendent, Dogra Hospital, Khyber Pakhtunkhwa for non-finishing the protest of the administration of Dogra Hospital and not attending the telephone calls of the Hon. Parliamentary Secretary by the Medical Superintendent; the Committee disposed of the Question of Privilege.
On the Question of Privilege raised by Mr. Abdul Shakoor Shad, MNA regarding misbehavior of Mr. Amir Farooqui, Director, Federal Investigation Agency (FIA), Karachi with the Hon. Member over the telephone; as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Ms. Kishwer Zahra and three other MNAs regarding misbehavior of Mr. Tariq, Former Managing Director and Mr. Mubshir, Presently Managing Director, Associate Press of Pakistan with the Hon. Members; the Committee pended the Question of Privilege till its next meeting. The Committee also recommended that the separate Rest Rooms/Wash Rooms should also be constructed for ladies in all the Federal and Provincial Ministries/Divisions/Departments/Attached Departments.
On the Question of Privilege raised by Mufti Abdul Shakoor, MNA regarding Irrespective Attitude of Mr. Sajjad Afridi, Assistant Commissioner, Sub-Division Bettani, District Lakki Marwat, as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Mr. Muhammad Akram Cheema, MNA relating to the arrest of Hon. Member within the precincts of the National Assembly on 27-10-2021 without permission of Hon. Speaker in violation of rule 106 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007; as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting.
On the Question of Privilege raised by Mahar Irshad Ahmed Khan Sial, MNA regarding not attending the telephone calls of the Hon. Member by Syed Moosa Raza, Deputy Commissioner, Muzaffar Garh; as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting. On the Question of Privilege raised by Mr. Raza Rabani Khar, MNA, regarding allegedly non- paying any attention to the corruption, exploitation of consumers and loss of lives of employees of MEPCO by the Chief Executive, MEPCO and S.E. Muzaffargarh; as the Hon. Mover could not attend the meeting, therefore, the Committee after hearing the departmental reply, disposed of the Question of Privilege subject to the satisfaction of the Hon. Mover. On the Question of Privilege raised by Mr. Ali Nawaz Shah, MNA relating to Constituency of NA-218 Mirpurkhas to HESCO, regarding non-availability of workshop for repair of transformers, unsafe electricity pools and high voltage lines despite incident of loss of precious lives and properties in the area; as the Hon. Mover could not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting. The Committee also directed that the issues of the Hon. Mover should be resolved.
On the Question of Privilege raised by Rana Muhammad Qasim Noon, MNA regarding baseless and fabricated story concocted against the prestige of him for defamation amongst the public through media in his absence Mr. Tahir Ahmed Khan, Chief MEPCO, Multan, Mr. Umar Lodhi, Superintendent Engineer, Mr. Shahzad Rahi, XEN Shujabad Division, Raja Arif, SDO, Shujabad, Mr. Muhammad Mubashir, Line Superintendent, Mr. Muhammad Qamar, Assistant Lineman and Mr. Muhammad Khalid, LD against the Hon. Member; the Committee pended the Question of Privilege till its next meeting (Acting Chairman, Mian Muhammad Shafiq, MNA)
On the Issues of Hon. Members of the Committee with Pakistan State Oil (PSO); the Committee pended the issues till its next meeting.
On the Issues of Hon. Members of the Committee with Pak-Arab Refinery Limited (PARCO); the Committee pended the issues till its next meeting.
On the Issues of Hon. Members of the Committee with Oil and Gas Development Company Limited (OGDCL); the Committee pended the issues till its next meeting.  The Committee also directed that Chairman, OGRA, Mr. Arif, Member OGRA, M.D, OGDCL, M.D, SNGPL, GM, SNGPL (Rawalpindi), Mr. Shafaqat Virk, SNGPL, Lahore and Secretary M/o Energy (Petroleum Division) should also attend the next meeting of the Committee.
On the Issues of Hon. Members of the Committee with Pakistan Petroleum Limited (PPL); the Committee pended the issues till its next meeting. The Committee also directed the M.D, PPL to appoint a focal person Syed Mehmood-ul-Hassan, an Officer of PPL, Islamabad as focal persons for resolving the issues of the Hon. Members.
The Question of Privilege raised by Mr. Khurrum Shahzad and other MNAs regarding allegedly not meeting with the Hon. Members at the appointed time and not attending the telephone calls by Dr. Ishfaq Ahmed, Chairman, FBR, Islamabad, the Committee disposed of the Question of Privilege.  
On any other item with permission of the Chair, the Committee endorsed the attendance of Ms. Nousheen Hamid and Ms. Munawara Baloch, MNAs in the last meeting of the Committee held on 7-12-2021. The Committee also recommended that Chairman, CDA should also be called in the next meeting of the Committee on the issues of the Hon. Committee Members.
The Hon. Minister of State for Parliamentary Affairs Engr. Ali Muhammad Khan Advocate, MNA also stated before the Committee that the Standing Committee on Rules of Procedure and Privileges should deal with the Questions of Privileges referred to it by the Hon. Speaker or by the House and the remaining issues should be referred or discussed by the relevant Standing Committees. The Committees should work within their mandates. He also added that the issues should be discussed at their proper forums.
The meeting was attended by Rana Muhammad Qasim Noon, Mr. Zulfiqar Ali Khan Dullah, Mehar Ghulam Muhammad Lali, Mr. Nawab Sher, Ms. Ghulam Bibi, Rai Muhammad Murtaza Iqbal, Mian Muhammad Shafiq, Mr. Muhammad Sajjad,MNAs and Engr. Ali Muhammad Khan, MNA/Minster of State for Parliamentary Affairs.
The meeting was also attended by, Mr. Muhammad Iqbal Khan, MNA/Parliamentary Secretary, Ms. Kishwer Zahra and Haji Imtiaz Ahmed, MNAs/Movers.
