Islamabad, the 7th December, 2022: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA. 
1)    The Committee confirmed the minutes of its previous meeting held on 26-10-2022.
2)    The Comprehensive report/Implementation status of the previous recommendations of the Committee was placed before the Committee.
3)    On the Question of Privilege raised by Mr. Zahid Akram Durrani, MNA / Hon. Deputy Speaker regarding not attending the telephone calls of the Hon. Member by Mr. Zubair Niazi, Deputy Commissioner, Bannu, Khyber Pakhtunkhwa; the Committee pended the Question of Privilege with the direction to Secretary, Establishment Division to take necessary action as per Rules and Regulations against D.C, Bannu with a report to the Committee before its next meeting. The Committee pended the Question of Privilege till its next meeting.
4)    On the Question of Privilege raised by Mr. Zahid Akram Durrani, MNA / Hon. Deputy Speaker regarding not-responding the telephone calls of Hon. Deputy Speaker, National Assembly of Pakistan by Mr. Akmal Khan, Deputy Commissioner, Upper Dir; the Committee disposed of the Question of Privilege.
5)    On the Question of Privilege raised by Mr. Zahid Akram Durrani, MNA / Hon. Deputy Speaker regarding allegedly disrespectful behavior and misconduct of Prof. Dr. Muhammad Ali, Vice Chancellor, Quaid-e-Azam University, Islamabad; the Committee disposed of the Question of Privilege.
6)    On the Question of Privilege raised by Mr. Muhammad Sajjad, MNA regarding in-action of SHO, Thana City Mansehra, SP Operations Mansehra, DPO, Mansehra and I.G, KPK on his application regarding gross mutilation of property by the land mafias; the Committee pended the Question of Privilege till its next meeting.
7)    On the Question of Privilege raised by Sardar Riaz Mehmood Khan Mazari, MNA against DPO, Rajanpur, DIG, Dera Ghazi Khan, RPO, Dera Ghazi Khan, DPO, Rahim Yar Khan, RPO, Bahawalpur, AIG (South Punjab), Chief Secretary Punjab, Additional Chief Secretary, Punjab (Home Department) and I.G.P Punjab, Lahore, regarding not handling the deteriorated law and order situation in District Rajanpur and District Rahim Yar Khan; the Committee directed that Inter Districts Operation should be started in Rahim Yar Khan and Rajanpur against the Dacoits. The Committee also directed that Inter Provincial Operation should also be started by Punjab, Sindh and Balochistan Police against the dacoits. The Committee also directed that the repeaters should be discouraged in the Police Stations. The Committee also recommended that the arms logistic (requirement of police) should be fulfilled by M/o Defence Production in this regard. The Committee also recommended that requirement of Arms may immediately be fulfilled by the Minister for Defence Production. The Committee pended the Question of Privilege till its next meeting. The Committee also directed that the same recommendations should also be conveyed to Secretary, M/o Interior Govt of Pakistan, Islamabad.
8)    On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not responding to the telephone calls of the Hon. Member by Mr. Ishaq Khoro, Director General, Sindh Building Control Authority, Local Govt Depatt, Sindh; the Committee pended the Question of Privilege with the direction that Secretary, Local Govt Department, Sindh should attend the next meeting of the Committee in person alongwith Mr. Ishaq Khoro. The Committee also directed that action should be taken against Mr. Khoro as he has spoken lie before the Committee which comes under the misconduct. The Committee also directed that Show Cause Notice should be issued to him by the Secretary, Local Govt Sindh.
9)    On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not-responding the telephone calls of the Hon. Member by Mr. Gohar, Inspector and Mr. Abdullah Sheikh, Director, FIA; the Committee directed that separate immigration counters should be established by FIA for the Hon. Parliamentarians/Diplomats and officials on all the International Airports in the Country. The Committee directed that an inquiry should be conducted by Director, FIA Karachi with a report to the Committee within fifteen days pertaining to this Question of Privilege. The Committee pended the Question of Privilege till its next meeting. The Committee directed for capacity building in FIA. The Committee also directed that in future such type of mishandling should not be repeated. The Committee pended the Question of Privilege till its next meeting.
10)    On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not-responding the telephone calls of the Hon. Member by Mr. Fayaz Kolachi, Engineer, Public Health Kolachi, Qambar Shehdad Kot, Sindh; the Committee expressed its displeasure for not attending the meeting by Mr.Fayaz Kolachi. The Committee pended the Question of Privilege till its next meeting with the direction that Chief Secretary, Govt of Sindh should direct to Secretary Public Health, Sindh to attend the next meeting of the Committee in person alongwith Mr. Fayaz Kolachi.
11)    On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not-responding the telephone calls of the Hon. Member by Ch. Ejaz Asghar, Superintendent, Adyala Jail, Rawalpindi; the Committee expressed its displeasure for not attending the meeting by Ch. Ejaz Ashgar. The Committee directed that Secretary, Home Department Punjab, Additional Secretary, Home Department (Punjab), Mr. Malik Mubashir, I.G.P (Jails), DIG North (Prisons), Punjab and Superintendent Adyala Jail, Rawalpindi should attend the next meeting of the Committee in person.
12)    On the Question of Privilege raised by Chaudhary Faqir Ahmed, MNA regarding not-responding the telephone calls of the Hon. Member by Secretary, M/o Religious Affairs and Inter Faith Harmony and misbehavior of Mr. Balqias, Private Secretary to the Secretary, of the aforesaid Ministry with the Hon. Member; as the Hon. Mover did not attend the meeting, therefore, the Committee pended the Question of Privilege till its next meeting.
13)    On the Question of Privilege raised by Syed Agha Rafiullah, MNA regarding supply of incorrect reply to his Question No. 6 included in the list of un-starred Questions for 20th May, 2022 regarding departmental promotions of Associated Press of Pakistan (APP); the Committee pended the Question of Privilege till its next meeting. The Committee directed that ex. M.D, APP Mr. Mubashir Hassan (presently posted as MD. PID) should also attend the next meeting of the Committee in person.
14)    On the Question of Privilege raised by Syed Agha Rafiullah, MNA regarding misbehavior of Dr. Aamir Sheikh, Managing Director, Overseas Pakistanis Foundation (OPF) with the Hon. Parliamentary Secretary; the Committee disposed of the Question of Privilege.
15)    On the Question of Privilege raised by Syed Agha Rafiullah, MNA regarding misbehavior with Ms. Muneera Shakir, Former MNA by Ms. Shaista Imdad, Incharge, FIA and other Immigration staff, Quaid-e-Azam International airport, Karachi; the Committee disposed of the Question of Privilege.
16)    On the Question of Privilege raised by Mr. Qadir Khan Mandokhail, MNA regarding withdrawal of his security by Mr. Maqsood Memon, D.I.G Security, and Syed Salman, S.S.P (Security-II), Karachi; the Committee recommended that Police is bound to provide security to the Hon. MNAs on their requests. The Committee directed that Secretary, M/o Interior, Commissioner, Karachi, I.G.P, Sindh, Addl.I.G.P Sindh Karachi, DIG Security Sindh Karachi, SSP Security, Karachi should attend the next meeting of the Committee in person. The Committee pended the Question of Privilege till its next meeting.
17)    On the Question of Privilege raised by Mr. Qadir Khan Mandokhail, MNA regarding misbehavior of Dr. Zahid, Additional Secretary, Universities, Sindh with the Hon. Member over telephone; the Committee directed that PC-II should be prepared as asked by the Hon. Mover with a report to the Committee. The Committee also directed that Mr. Imran Akbar Leghari, Secretary, Education Department, Govt of Sindh, Karachi should attend the next meeting of the Committee in person. The Committee pended the Question of Privilege till its next meeting.
18)    On the Question of Privilege raised by Syed Imran Ahmed Shah, MNA regarding allegedly rude behavior of officials of PIA at Madinah airport, KSA, imposing fine of amount 200 Saudi Riyals and non-availability of services of potter and wheelchairs at Multan airport; the Committee directed the CEO, PIA to provide fully loaded coaster vans for pic and drop service of the passengers at the Airports of Lahore, Multan, Karachi and Islamabad. The Committee also directed that CEO, PIA and D.G, Civil Aviation Authority should have a visit of Multan Airport for resolving the issues of this Airport. The Committee also directed that potter service should be service should be started at Multan Airport. The Committee also directed that there should be no complaint in future regarding provision of wheelchairs on this Airport. The Committee disposed of the Question of Privilege subject to provision of Reports on all matters to the Committee within one month.
19)    On the Issues of Hon. Members of the Committee with Pakistan International Airline (PIA); the Committee disposed of the issues subject to provision of all required reports (500 copies) to the Committee within fifteen days for onward submission to the Hon. MNAs.
20)    On the issue of Contempt of Parliament and discussion on Articles 66 and 69 of Constitution of the Islamic Republic of Pakistan, 1973; the Committee unanimously passed the draft amendments regarding contempt of Parliament.
21)    On the Briefing/Presentation overall performance / functions / deliverance of the Departments of South Punjab by Additional Chief Secretary South Punjab, all Administrative Secretaries of Provincial Government of South Punjab, Commissioner Multan, Deputy Commissioner and Additional Deputy Commissioner Revenue, (ADCR), Multan; the Additional Chief Secretary, South Punjab and other administrative heads of different Departments gave presentation to the Committee and answered the Questions. The Committees pended the issues till its next meeting.
22)    On the Question of Privilege raised by Syed Ayaz Ali Shah Sherazi, MNA regarding allegedly not meeting by Mr. Nosherrwan Adil, Chief Commercial Officer, PIA, Islamabad, with the Hon. Member when he visited his office on 1-12-2022; the Committee pended the Question of Privilege till its next meeting. The Committee also directed the CEO, PIA and Mr. Nousherwan Adil, to have a meeting with the Hon. Member and resolve his grievances.

23)    On any other item with permission of the Chair, the Committee directed that Addl.I.G,P South Punjab, RPO-Multan, CPO-Multan, SSP Operation-Multan and SSP Investigation-Multan should attend the next meeting of the Committee in person as per request of the Hon. Member of the Committee Mr. Ahmad Hussain Deharr, MNA and other Hon. Members and also briefing on the situation of law and order in South Punjab.

24)    The Committee also directed that MD-PSO, Chairman-OGRA, DG-Explosive and Vice Chancellor Muhammad Nawaz Shareef Agriculture University, Multan should attend the next meeting of the Committee in person on the issues of the Hon. Members of the Committee.
25)    The meeting was attended by Rana Muhammad Qasim Noon, Mr. Muhammad Sajjad, Mr. Azhar Qayyum Nahra, Syed Imran Ahmad Shah, Syed Ghulam Mustafa Shah, Ms. Shagufta Jumani, Mr. Ramesh Lal, Ms. Asiya Azeem, Mr. Ahmed Hussain Deharr, Makhdoom Syed Sami-ul-Hassan Gillani, Sardar Riaz Mahmood Khan Mazari, MNAs.   
26)    The meeting was also attended by Mr. Zahid Akram Durrani, MNA/ Deputy Speaker, Syed Agha Rafiullah, Mr. Qadir Khan Mandokhail, Syed Ayaz Ali Shah Sherazi, MNAs/Movers.
