Speaker National Assembly Raja Pervez Ashraf elected unanimously elected as Chairman of the Chairman Special Committee on Agricultural Products:
Islamabad, the November 21st, 2022: The National Assembly Special Committee on Agricultural Products unanimously elected the Speaker National Assembly Mr. Raja Pervez Ashraf as Chairman of the Special Committee on Agricultural Products. The Speaker thanked the members for reposing confidence in him. He stated that given the recent evolving dynamics within the country and beyond, the agenda of food security and agricultural development has assumed central importance. He expressed hope that, given the support of the seasoned members of National Assembly, the Committee would strive to make better decisions to accelerate Pakistan’s agro-economic growth.
The members expressed that the election of the Speaker National Assembly as Chairman of the Special Committee on Agricultural Products would add significant value to the decisions pertaining to agriculture sector. The members regretted that despite being an agrarian economy, Pakistan relied on imported agricultural products to meet its domestic demand. The members underlined the need to address long-standing problem of farmers’ access to cheap credit, improved research to enhance productivity and improved mechanisms for profitability of the farmers.
The Committee deliberated on the delay in fixing the support prices for wheat and sugarcane and sugarcane crushing season respectively. The members regretted that given the deadlock regarding permission to export surplus sugar and subsequent delay in initiating sugarcane crushing is causing considerable losses to the poor farmers. They urged the Government to negotiate with the sugar mills owners, verify the available stock and grant them the permission to export the surplus sugar. Doing so would permit them initiate sugarcane crushing on time and thus relieve the farmers, they added.
The Minister for National Food Security and Research maintained that the without a credible and verifiable evidence of surplus stock, the Government cannot grant the permission to export sugar. Citing previous precedents, he stated that sugar export permission was granted, however, owing to subsequent shortage in the country, expensive sugar imports were undertaken.
The members urged the Minister National Food Security and Research to adopt a flexible approach in negotiating with the sugar mills owners and devise a mechanism to export verified surplus sugar. He maintained that meeting in this regard has been convened on Thursday. One of the members maintained that cartelization and monopolization within the sugar industry and their ability to influence state policies for their personal gains is an unaddressed question. She urged the Ministry of National Food Security and Research to devise mechanisms to encourage other forms of ownership in the sugar industry.
They members stated that early announcement of the support prices, before sowing, signals better profitability and incentives to cultivate crops. It was highlighted that so far the Federal Government has not reached a conclusive decision with regards to support price for wheat. The Minister National Food Security and Research stated that the provinces’ divergent decisions caused the delay in setting the support prices. He assured that the matter would be resolved in the next meeting of the Cabinet. He also added that the package for the agriculture sector is also pending the meeting of the Cabinet.

اسلام آباد، 21 نومبر، 2022: قومی اسمبلی کی خصوصی کمیٹی برائے زرعی مصنوعات کا اجلاس پیر کے روز پارلیمنٹ ہاؤس میں منعقد ہوا۔اجلاس میں کمیٹی چیئرمین کا انتخاب عمل میں لایا گیا۔اسپیکر قومی اسمبلی راجہ پرویز اشرف کو کمیٹی نے متفقہ طور پر کمیٹی کا چیئرمین منتخب کر لیا۔ سپیکر قومی اسمبلی نے کمیٹی کا چیئرمین منتخب ہونے کے بعد اپنے خیالات کا اظہار کرتے ہوئے کہا کہ ان پر اعتماد کرنے پر ارکان میں تمام اراکین کو مشکور ہوں۔انہوں نے کہا کہ ملک کے موجودہ معروضی حالات کی وجہ فوڈ سیکیورٹی اور زرعی ترقی کا ایجنڈا مرکزی اہمیت حاصل کر چکا ہے۔ انہوں نے اس امید ظاہر کی کہ قومی اسمبلی کے تجربہ کار اراکین کی موجودگی میں کمیٹی پاکستان کی زرعی ترقی میں تیزی لانے لیے بہتر فیصلے کرے گی۔
کمیٹی اراکین نے اس اعتماد کا اظہار کیا کہ سپیکر قومی اسمبلی کا بطور چیئرمین خصوصی کمیٹی برائے زرعی مصنوعات کا انتخاب زراعت کے شعبے سے متعلق بہتر فیصلے کرنے معاون ثابت ہو گا۔ اراکین نے اس بات پر افسوس کا اظہار کیا کہ ایک زرعی ملک ہونے کے باوجود پاکستان اپنی مقامی طلب کو پورا کرنے کے لیے درآمد شدہ زرعی مصنوعات پر انحصار کر رہا ہے۔ ممبران نے کسانوں کی دیرینہ مسائل کو حل کرنے اور انہیں آسان شرائط پر قرضوں کی فراہمی اور پیداوار بڑھانے کے لیے بہتر تحقیق اور کسانوں کے منافع کے لیے بہتر طریقہ کار کو اپنانے کی ضرورت پر زور دیا۔
کمیٹی نے بالترتیب گندم اور گنے کے کرشنگ سیزن کی امدادی قیمتوں کے تعین میں تاخیر پر غور کیا۔ ممبران نے افسوس کا اظہار کیا کہ اضافی چینی برآمد کرنے کی اجازت نا ملنے اور گنے کی کرشنگ شروع کرنے میں تاخیر کے باعث غریب کسانوں کو کافی نقصان ہو رہا ہے۔ انہوں نے حکومت پر زور دیا کہ وہ شوگر ملز کے مالکان سے بات چیت کرے اور دستیاب اسٹاک کی تصدیق کرے اور انہیں اضافی چینی برآمد کرنے کی اجازت دے۔ انہوں نے مزید کہا کہ ایسا کرنے سے وہ وقت پر گنے کی کرشنگ شروع کر سکیں گے اور اس طرح کسانوں کو فاہدہ ملے گا۔
نیشنل فوڈ سیکورٹی اینڈ ریسرچ کے وزیر نے کہا کہ سرپلس سٹاک کے معتبر اور قابل تصدیق ثبوت کے بغیر حکومت چینی برآمد کرنے کی اجازت نہیں دے سکتی۔ گزشتہ مثالوں کا حوالہ دیتے ہوئے انہوں نے کہا کہ چینی کی برآمد کی اجازت دی گئی تھی، تاہم ملک میں بعد میں ملک میں چینی کی کمی کی وجہ سے، مہنگی چینی درآمد کرنی پڑی.
اراکین نے وزیر نیشنل فوڈ سیکیورٹی اینڈ ریسرچ پر زور دیا کہ وہ شوگر ملز مالکان کے ساتھ بات چیت میں لچکدار دار رویہ اپنائیں اور تصدیق شدہ زائد چینی برآمدات کرنے کی اجازت دی جائے۔
کمیٹی اراکین نے کہا کہ بوائی سے پہلے امدادی قیمتوں کا جلد اعلان، فصلوں کی کاشت کے لیے بہتر منافع اور مراعات سے پیداوار میں اضافہ ہو گا۔ کمیٹی اجلاس میں اس بات پر روشنی ڈالی گئی کہ وفاقی حکومت اب تک گندم کی امدادی قیمت کے حوالے سے کسی حتمی فیصلے پر نہیں پہنچ سکی۔ وزیر نیشنل فوڈ سیکیورٹی اینڈ ریسرچ نے کہا کہ صوبوں کے مختلف فیصلوں کی وجہ سے امدادی قیمتوں کے تعین میں تاخیر ہوئی ہے۔انہوں نے یقین دلایا کہ یہ معاملہ کابینہ کے آئندہ اجلاس میں حل کر لیا جائے گا۔انہوں نے مزید کہا کہ زراعت کے شعبے کے لیے پیکج بھی کابینہ کے اجلاس میں زیر التواء ہے۔
اجلاس میں سپیکر قومی اسمبلی راجہ پرویز اشرف، وزیر نیشنل فوڈ سیکورٹی اینڈ ریسرچ طارق بشیر چیمہ، وزیر تجارت سید نوید قمر، نواب شیر وسان، ڈاکٹر نفیسہ شاہ، محترمہ مہناز اکبر عزیز، محترمہ وجیہہ قمر، میر خان محمد جمالی، ساجد مہدی، محمد معین وٹو، سید ابرار علی شاہ، ڈاکٹر محمد افضل خان ڈھانڈلہ اور ذوالفقار علی بیہان نے شرکت کی۔
