NATIONAL ASSEMBLY STANDING COMMITTEE ON RULES OF PROCEDURE AND PRIVILEGES MEETS TODAY, Islamabad, the 6th July, 2022: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.  
1. The Committee confirmed the minutes of its previous meeting held on 8-2-2022;
2. The Comprehensive report/Implementation status of the previous recommendations of the Committee was placed before the Committee.
3. On the Question of Privilege raised by Mr. Abdul Shakoor Shad, MNA regarding misbehaviour of Mr. Amir Farooqui, Director, Federal Investigation Agency (FIA), Karachi with the Hon. Member over telephone; the Committee pended the Question till its next meeting. 
4. On the Question of Privilege raised by Makhdoom Syed Sami Ul Hassan Gillani, MNA regarding the incorrect proposed Provisional Estimates of ADP-2021-22 by the XEN, Highways Bahawalpur and misbehavior with the Hon. Member; the Committee pended the Question of Privilege till its next meeting. 
5. On the Question of Privilege raised by Sardar Riaz Mehmood Khan Mazari, MNA against DPO, Rajanpur, RPO, Dera Ghazi Khan, DPO, Rahim Yar Khan, RPO, Bahawalpur, AIG (South Punjab) Mr. Zafar Iqbal Awan, Chief Secretary Punjab, Additional Chief Secretary, Punjab (Home Department) and I.G.P Punjab, Lahore, regarding not handling the deteriorated law and order situation in District Rajanpur and District Rahim Yar Khan; the Committee pended the Question of Privilege till its next meeting.
6. On the Question of Privilege raised by Mr. Muhammad Akram Cheema, MNA relating to arrest of Hon. Member within the precincts of the National Assembly on 27-10-2021 without permission of Hon. Speaker in violation of rule 106 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007; the Committee disposed of the Question of Privilege. However, the Hon. Mover could not attend the meeting. 
7. On the Question of Privilege raised by Mr. Atta Ullah, MNA regarding not attending the telephone calls of Hon. Member by Managing Director, Water Board, Karachi; the Committee disposed of the Question of Privilege.  
8. On the Question of Privilege raised by Mr. Atta Ullah and Mr. Faheem Khan, MNAs regarding not attending the telephone calls of the Hon. Members by Mr. Shahid Saleem, M.D (OGDCL), Mr. Saleem Baz, General Manager, OGDCL, and Mr. Mushtaq Paracha, Division Head OGDCL, Islamabad and Managing Director, OGDCL was found absent from his office, despite the intimation of visit and the GM and Division Head also not attended them; the Committee disposed of the Question of Privilege. However, the Hon. Movers could not attend the meeting. 
9. On the Question of Privilege raised by Ms. Zille Huma and other MNAs regarding inaction of Ministry on the recommendations of National Assembly Standing Committee on National Health Services, Regulation and Coordination concerning with Dr. Syed Mazhar Hussain, Deputy Director, Services, National Institute of Rehabilitation Medicine (NIRM) Islamabad; the Committee directed that Dr. Mazhar Hussain should be transferred from NIRM, fact finding inquiry should  be conducted and report in this regard should be given to the  Committee within fifteen days. 
10. On the Question of Privilege raised by Mahar Irshad Ahmed Khan, MNA regarding not attending the telephone calls of the Hon. Member by Syed Moosa Raza, Deputy Commissioner, Muzaffar Garh; the Committee disposed of the Question of Privilege. 
11. On the Question of Privilege raised by Ms.Nuzhat Pathan, MNA regarding not attending the telephone calls of the Hon. Member by Agha Abdul Raheem, Director General (D.G), Sehwan Development Authority, Jamshoro; the Committee pended the  Question of Privilege. 
12. On the Question of Privilege raised by Ms. Aliya Kamran, MNA regarding incorrect reply to the Question No. 3 from M/o Interior/Cooperatives Department, Islamabad about the cancellation of membership of Senate Secretariat Employees Cooperative Housing Society which is included in the list of Questions for the 22nd December, 2021 of the Hon. Member; the Committee appointed a Sub-Committee under the Convenership of Mr. Muhammad Junaid Anwar Chaudhary, Chaudhry Armghan Subhani, Ms. Shagufta Jumani and Mr. Azhar Qayyum Nahra, MNAs as its Members to have a visit of the said  society and resolve the  issues of  the  persons having memberships of this society. 
13. On the Question of Privilege raised by Mr. Muhammad Iqbal Khan, MNA regarding torture by Mr. Sawalzer Khan, SHO, Bara, District Khyber on the Hon. Member; the Committee disposed of the Question of Privilege with the direction to resolve the issues of the Hon.  Mover. 
14. On the Question of Privilege raised by Ms. Sajida Begum, MNA regarding allegedly not attending the telephone calls of the Hon. Member by Mr. Saleem Baz, General Manager, OGDCL, and Mr. Mushtaq Paracha, Division Head, OGDCL, Islamabad; the Committee disposed of the Question of Privilege. However, the Hon. Mover did not attend the meeting.  
15. On the Question of Privilege raised by Mr. Faheem Khan, MNA regarding in-action of Mr. Hamayun, SHO, Police Station Zaman Town, Karachi against the illegitimate occupiers and non-action Mr. Basheer Memon, SSP, Korangi, Karachi against the SHO; the Committee disposed of the Question of Privilege. 
16. On the Question of Privilege raised by Mr. Usama Qadri, MNA regarding misbehavior of Mr. Zahid Hussain, Joint Secretary, Maritime Affairs over telephone with the Hon. Member; the Committee directed that Mr. Zahid Hussain should attend the next meeting of the Committee in person. The Committee pended the Question of Privilege till its next meeting. 
17. On the Question of Privilege raised by Mr. Salahuddin Ayubi, MNA regarding raid of Islamabad Police force on lodge No. A-401, Parliament Lodge of the Hon. MNA on the direction of former Prime Minister Mr. Imran Khan and former Minister for Interior Mr. Shaikh Rashid Ahmed, the Committee pended the Question of Privilege till its next meeting with the direction that Mr. Imran Khan, Ex.Prime Minister of Pakistan,  Sheikh Rashid Ahmed, Minister for Interior, Inspector General of Police, Islamabad and Mr. Khurram, SSP, Islamabad Police should attend the next meeting of the Committee in person.
18. On the Question of Privilege raised by Rana Shamim Ahmed Khan, MNA regarding not properly spending the amount given by him on the projects of his constituency by SNGPL., the Committee directed that Secretary M/o Petroleum should attend the next meeting of the Committee in person alongwith the details for not coming in the meeting of today.
19. On the Issues of Hon. Members of the Committee with Capital Development Authority (CDA) Islamabad; the Committee referred the matters to the Sub-Committee appointed on the Question of Privilege of Ms. Aliya Kamran, MNA for resolving the issues of the Hon. Parliamentarians.
20. On the Issues of Hon. Members of the Committee with Airport Security Force (ASF); the Committee pended the issues with the direction that how much they have made the recruitments in this regime and report to the Committee till its next meeting. 
21. On the Issues of Hon. Members of the Committee with National Database and Registration Authority (NADRA); the Committee directed to resolve the issues raised by Sardar Riaz Mahmood Mazari, MNA and Mr. Shah Zain Bugti, MNAs/Minister. The Committee also directed NADRA to make a policy to check the thump impression by NADRA while sending items through its courier services. The Committee also directed that the Chairman  NADRA, Secretary, M/o Interior  should attend the next meeting of the Committee in person. 
22. On the Question of Privilege raised by Mr. Ali Nawaz Shah, MNA relating to Constituency of NA-2018 Mirpurkhas to HESCO, regarding non-availability of workshop for repair of transformers, unsafe electricity pools and high voltage lines despite incident of loss of precious lives and properties in the area; the Committee directed  the CEO, HESCO to resolve the issues of the Hon, Member. The Committee disposed of the Question  of Privilege. 
23. The Question of Privilege raised by Rana Muhammad Qasim Noon, MNA regarding baseless and fabricated story concocted against the prestige of him for defamation amongst the public through media in his absence Mr. Tahir Ahmed Khan, Chief MEPCO, Multan, Mr. Umar Lodhi, Superintendent Engineer, Mr. Shahzad Rahi, XEN Shujabad Division, Raja Arif, SDO, Shujabad, Mr. Muhammad Mubashir, Line Superintendent, Mr. Muhammad Qamar, Assistant Lineman and Mr. Muhammad Khalid, LD against the Hon. Member, the Committee disposed of the Question of Privilege as the Officers of MEPCO tendered an un-conditional apology which was accepted by the Hon. Mover and the Committee as well.  
24. On the Issues of Hon. Members of the Committee with the CEOs of all DISCOs; the Committee directed that the manpower and capacity building matters including jobs from lower cader to onward should be advertised. The Committee also directed that the issues in all DISCOs should be resolved by the Secretary, M/o Energy (Power Division). The Committee also directed that the issues in NA-112 may be resolved on priority as pointed by Hon. Member of the Committee Mr. Muhammad Junaid Anwar Chaudhary, MNA/Advisor to the  Hon. Prime Minister. The Committee also directed that the issues of Hon. Minister Ch. Salik Hussain, MNA in Tala Gang should be resolved by IESCO on priority. The Committee also directed all CEOs to resolve the issues of the Hon. Parliamentarians. The Committee disposed of the  matter. 
25. On any other item with permission of the Chair, the Committee disposed of the Question of Privilege of Rana Sana Ullah Khan, MNA/Minister against Punjab Police as the Hon.  Minister withdrew his Question of Privilege in writing. 
26. The Committee also discussed the issues of OGDCL, in Balochistan. The Committee directed the Ministry of Petroleum to have a meeting with ODGCL along with  all stake holders for making  a final  decision  on the issues raised by Mr. Shah Zain Bugti, MNA/Minister. 
27. The Committee also discussed the issue for preparing a Bill on the contempt of Parliament and directed   Secretary, M/o Parliamentary  Affairs to  go through this bill and  submit it to the Committee in consultation with the Addl.Secretary (Legislation), National Assembly Secretariat, Islamabad. 
 
28. The meeting was attended by Rana Muhammad Qasim Noon, Mr. Usama Qadri, Mr. Nawab Sher, Makhdoom Syed Sami-ul-Hassan Gillani, Sardar Riaz Mahmood Khan Mazari, , Mr. Muhammad Sajjad, Chaudhry Armghan Subhani, Mr. Azhar Qayyum Nahra, Mr. Muhammad Junaid Anwar Chaudhary, Syed Imran Ahmad Shah, Ms. Shagufta Jumani, MNAs.
29. The meeting was also attended by Mr. Abdul Shakoor Shad, Mr. Salahuddin Ayubi and Rana Shamim Ahmed Khan, MNAs/Special Invitees. Dr. Shazia Sobia Aslam Soomro, MNA also attended the meeting on video link. 
30. The Committee also welcomed Ch. Salik Hussain, MNA/Minister, Mr. Shah Zain Bugti, MNA/Minister and Mr. Gohram Bugti, MPA/Provincial Minister of Balochistan as Special Invitees.
