NATIONAL ASSEMBLY STANDING COMMITTEE ON RULES OF PROCEDURE AND PRIVILEGES MEETS TODAY, Islamabad, the 17th August, 2022: A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 2:00 p.m in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA. 
 
1)          On the Question of Privilege raised by Ms. Kishwer Zahra and three other MNAs regarding misbehavior of Mr. Tariq, Former Managing Director and Mr. Mubshir, Presently Managing Director, Associate Press of Pakistan with the Hon. Members; as the Officers mentioned in the Question of Privilege tendered an un-conditional apology before the Committee which was accepted by the Hon. Mover and the Hon. Members of the Committee, therefore, the Committee unanimously decided to dispose of the Question of Privilege.
 
2)          On the Question of Privilege raised by Sardar Riaz Mehmood Khan Mazari, MNA against DPO, Rajanpur, RPO, Dera Ghazi Khan, DPO, Rahim Yar Khan, RPO, Bahawalpur, Add.I.G (South Punjab), Chief Secretary Punjab, Additional Chief Secretary, Punjab (Home Department) and I.G.P Punjab, Lahore, regarding not handling the deteriorated law and order situation in District Rajanpur and District Rahim Yar Khan; the Committee pended the Question of Privilege with the direction that the repeaters are not supposed to be posted over there and the intelligence network should be strengthened. The Committee also directed that the M/o Interior should provide the latest equipment to the Police. The Committee also directed that the M/o Interior should have a joint consultative meeting with I.G. Punjab, D.G Rangers Punjab and Sindh. The Committee also directed that some short term and long term policies should be made in this regard.  The Committee also directed to take the services of Rangers and other law enforcement agencies. However, the Committee also appreciated the efforts made by the Police for maintaining law and order within limited resources in the said area. The Committee also directed the Addl.I.G, South Punjab to conduct an inquiry on the issues raised by Mr. Ahmed Hussain Deharr, MNA/Member and report to the Committee within fifteen days.    
 
3)          On the Question of Privilege raised by Ms. Zille Huma and other MNAs regarding inaction of Ministry on the recommendations of National Assembly Standing Committee on National Health Services, Regulation and Coordination concerning with Dr. Syed Mazhar Hussain, Deputy Director, Services, National Institute of Rehabilitation Medicine (NIRM) Islamabad; the Committee disposed of the Question of Privilege.
 
4)          On the Question of Privilege raised by Ms.Nuzhat Pathan, MNA regarding not attending the telephone calls of the Hon. Member by Agha Abdul Raheem, Director General (D.G), Sehwan Development Authority, Jamshoro; the Committee expressed its displeasure for not attending the meeting by Agha Abdul Raheem and directed that he should ensure his presence in the next meeting of the Committee.
 
5)          On the Question of Privilege raised by Mr. Usama Qadri, MNA regarding misbehavior of Mr. Zahid Hussain, Joint Secretary, Maritime Affairs over telephone with the Hon. Member; the Committee pended the Question of Privilege with the direction that Secretary, M/o Maritime Affairs, Chairman Port Qasim Authority and Mr. Zahid Husain should attend the next meeting of the Committee in person. The Committee also directed that the issues of the Hon. Mover should be resolved. It was also informed to the Committee that Mr. Zahid Masood has been posted in Federal Board of Revenue (FBR).
 
6)          On the Question of Privilege raised by Mr. Salahuddin Ayubi, MNA regarding raid of Islamabad Police force on lodge No. A-401, Parliament Lodge of the Hon. MNA on the direction of Mr. Imran Khan, MNA / former Prime Minister and Sheikh Rashid Ahmed, MNA / former-Minister for Interior; the Committee pended the Question of Privilege with the direction that Secretary, M/o Interior, the present I.G.P, Islamabad, the then I.G.P, Islamabad Captin Muhammad Younus, the then DIG Operations Mr. Awais Ahmed, the then SSP Mr. Faisal Mukhtar, the then SP City, the then SP Saddar, the then DSP Police Station Secretariat, the then SHO Police Station Secretariat should attend the next meeting of the Committee in person.
 
7)             On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not attending the telephone calls of the Hon. Member by Mr. Tariq Raza, S.P, Board of Revenue, Sindh; the Committee expressed its displeasure for not attending the meeting by Mr. Tariq Raza. The Committee pended the Question of Privilege with the direction that the present Chief Secretary, Govt of Sindh, Member Board of Revenue, Sindh and Mr. Tariq Raza, S.P, Board of Revenue Sindh should attend the next meeting of the Committee in person.
 
8)             On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not responding to the telephone calls of the Hon. Member by Mr. Zafar Nasrullah, Home Secretary, Punjab; the Committee expressed its displeasure for not attending the meeting by Mr. Zafar Nasrullah. As Mr. Zafar Nasrullah, had been transferred to the Federal Govt, therefore, the Committee pended the Question of Privilege with the direction that Secretary, Establishment Division, Govt of Pakistan, Islamabad and Mr. Zafar Nasrullah (presently reported to the Establishment Division) should attend the next meeting of the Committee in person.
 
9)             On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not responding to the telephone calls of the Hon. Member by Mr. Asad Leghari, XEN, Roads, Works and Services, District Larkana, Govt of Sindh; the Committee disposed of the Question of Privilege.
 
10)         On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not responding to the telephone calls of the Hon. Member by Mr. Ishaq Khoro, Director General, Sindh Building Control Authority, Local Govt Depatt, Sindh; the Committee pended the Question of Privilege till its next meeting.
 
11)         On the Question of Privilege raised by Mr. Ramesh Lal, MNA regarding not attending the telephone calls of the Hon. Member by Mr. Imran Atta Somro, Secretary, Works and Services, Govt of Sindh; the Committee disposed of the Question of Privilege.
 
12)         On the Question of Privilege raised by Makhdoom Syed Sami Ul Hassan Gillani, MNA regarding the incorrect proposed Provisional Estimates of ADP-2021-22 by the XEN, Highways Bahawalpur and misbehavior with the Hon. Member; the Committee expressed its displeasure for not attending the meeting by XEN, Highways, Bahawalpur and pended the Question of Privilege with the direction that Secretary, C&W, South Punjab, , Chief Engineer, C&W and XEN, Highways, Bahawalpur should attend the next meeting of the Committee.
 
13)         On the Question of Privilege raised by Makhdoom Syed Sami Ul Hassan Gillani, MNA regarding alleged misbehaviour of Zonal Chief, Zarai Taraqiati Bank Limited (ZTBL), Bahawalpur; the Committee pended the Question of Privilege with the direction to hold an inquiry on the issue that the Hon. Mover was saying that the Zonal Chief was in the field but the Zonal Chief was replying that he was on leave and report to the Committee within fifteen days. 
 
 
14)      On the Issues of Hon. Members of the Committee with Pakistan International Airline (PIA)/Civil Aviation; the Committee disposed of the issues with PIA/Civil Aviation.
 
15)      On the Issues of Hon. Members of the Committee with Capital Development Authority (CDA) Islamabad; the Committee directed that Member, Admn, CDA and the CDA Magistrate should get vacate the side room in Parliament lodges and handover to the new allottees. The Committee also made the same request to the Hon. Deputy Speaker, National Assembly of Pakistan. The Committee pended the issues till its next meeting.
 
16)      On the Issues of Hon. Members of the Committee with Airport Security Force (ASF); the Committee disposed of the issues.
 
17)      On the Issues of Hon. Members of the Committee with National Database and Registration Authority (NADRA); the Committee disposed of the matter with the direction that the issues of the Hon. MNAs should be resolved on priority by NADRA.
 
18)      On the discussion on the draft Bill regarding Contempt of Parliament, the Committee pended the draft Bill till its next meeting.
 
19)      On any other item with permission of the Hon. Chair, the Committee unanimously decided that Governor, State Bank of Pakistan and Secretary, M/o Finance should attend the next meeting of the Committee on the issues of using the words “Politically Exposed Persons” (PEP) while opening the new accounts, and not providing the credit cards to the Hon. MNAs.
 
20)      The meeting was attended by Rana Muhammad Qasim Noon, Mr. Usama Qadri, Mr. Nawab Sher, Makhdoom Syed Sami-ul-Hassan Gillani, Mr. Ahmed Hussain Deharr, Sardar Riaz Mahmood Khan Mazari, Mr. Muhammad Sajjad, Mr. Azhar Qayyum Nahra and  Mr. Muhammad Junaid Anwar Chaudhary, MNAs/Members.
 
21)      The meeting was also attended by Ms. Kishwar Zehra, Ms. Nuzhat Pathan and Mr. Ramesh Lal, MNAs/Movers.
