NA Standing Committee on Narcotics Control Meets

Islamabad; December 6th, 2021: The National Assembly Standing Committee on Narcotics Control met today at 11:00 AM in Committee Room of Ministry of Narcotics Control, Kohsar Block, Pak-Secretariat, Islamabad under the Chairmanship of Mr. Salahuddin Ayubi, MNA. 
2. The meeting started with the recitation from Holy Quran. The Chairman welcomed the participants of the meeting. The Committee expressed serious concern over the spread of Narcotics Substances especially in Colleges, Universities that directly affect the youth of the Country. The Secretary Ministry of Narcotics Control briefly apprised the Committee that as per existing strength of ANF it is almost impossible for them to stop the spread the Narcotics Substances across the Country however, a summery have been moved for recruitment of 10,000 additional force in order to overcome the challenges regarding the frequent increase in use of Narcotics substances faced by ANF. The Committee recommended that the ANF should provide the complete record of the property confiscated by ANF from drug dealers alongwith their present value and criminal charges against each individual. 
3. The Minister informed the Committee that KPK Government through an Act eliminate the role of ANF in the Province however, 300 personnel were deputed in KPK. The Committee was informed that Prime Minister has directed the KPK Government to propose amendments in the CNC Act, 1997 in order to restore the role of ANF in KPK. The Committee decided to meet with the Prime Minister in order to stop the use of Narcotics Substance in the Country through effective legislation. 
4. The Committee discussed “The Control of Narcotics Substances (Amendment) Bill, 2020 (moved by Ms. Uzma Riaz, MNA) in detail. The mover informed the Committee about the amendments moved the draft however, the ministry oppose the amendment with the view point that these amendments already covered in the CNS Act, 1997 therefore, the Committee reject “The Control of Narcotics Substances (Amendment) Bill, 2020. The Committee further deferred “The Control of Narcotics Substance (Amendment) Bill, 2021 (moved by Syed Mehmood Shah, MNA) due to absence of the mover. 
5. Besides the Federal Minister for Narcotics Control the following MNAs: Mr. Muhammad Ameer Sultan, Ms. Wajiha Qamar, Ms. Uzma Riaz, Ms. Nusrat Wahid, Ms. Andleeb Abbas, Ch. Zulfiqar Ali Bhinder, Rana Mubashir Iqbal, Mir Ghulam Ali Talpur, Ms. Shahida Akhter Ali, Mr. Mohsin Dawar, and Ms. Uzma Riaz Mover of the Bill and Officers/Officials of the Ministry and its attached Departments were present in the meeting.
