National Assembly Standing Committee on Rules of Procedure and Privileges meets today

Thursday, 26th August, 2021

A meeting of the National Assembly Standing Committee on Rules of Procedure and Privileges was held today at 1:00 p.m in the Constitution Room, Parliament House, Islamabad under the Chairmanship of Rana Muhammad Qasim Noon, MNA.

1. The Confirmation of minutes of previous meeting of the Committee held on 27-7-2021;

2. The Comprehensive report/Implementation status of the previous recommendations of the Committee was placed before the Committee.

3. On the issue of contempt of Parliament, the Bill drafted by Barrister Raheel Ahmed was unanimously approved by the Committee. The Committee recommended that the Bill may be placed on the floor of the House as a Private Member’s Bill.

4. On the Question of Privilege raised by Malik Anwar Taj, MNA/Parliamentary Secretary regarding misbehavior/abusive attitude of Mr. Aman Ullah, Assistant Director (Local Government), District Charsadha, Khyber Pakhtunkhwa with the Hon. Parliamentary Secretary; the Committee disposed of the Question of Privilege with the direction that the issues of the Hon. Members should be resolved with a report to the Committee.

5. On the Question of Privilege raised by Dr. Darshan, MNA regarding not attending the telephone calls of the Hon. Member by Mr. Muhammad Saleem, CEO, SEPCO, Sukkur; the Committee disposed of the Question of Privilege subject to the satisfaction of the Hon. Mover.

6. On the issues of Committee Members with the CEOs of all DISCOs, the Committee expressed its displeasure for not attending the meeting by Secretary, M/o Energy (Power Division) and M.D PEPCO. The Committee directed that the biodata, qualification and domicile of all the DISCOs should be provided to the Committee within fifteen days. The Committee also gave the following directions:

a. The SAP-1,2,3 should immediately be completed by all Chiefs of DISCOs.

b. The provisions of electric poles should be expedited.

c. The availability of material should be ensured.

d. One pole, two poles should be facilitated.

e. The constituency-wise monthly report of L.T Proposals should be provided to the Committee.

f. Report on removal of hazard should be provided to the Committee.

g. Capacity building of the staff should be enhanced.

h. Easy installments of the Bills should be provided to the public.

i. The Secretary, M/o Energy (Power Division) should immediately organize a meeting with al the CEOs of DISCOs.
j. 25th KV transformers should be provided to the Farmers.

k. Quick action should be taken on the burrent transformers.

l. New meters should be provided to the public.

m. New trollies should be provided for transformers.

n. All the CEOs of DISCOs should have a meeting with his MNAs for resolving his issues.

7. On the Question of Privilege raised by Ch. Shoukat Ali Bhatti, MNA regarding allegedly not responding the telephone calls of the Hon. Member by Mr. Tariq Banoori, Chairman, Higher Education Commission (HEC) and misbehavior of Mr. Waheed Ahmed, Director, Planning and Development, HEC, Islamabad; the Committee pended the Question of Privilege till its next meeting.  The Committee also directed that adhocism should be ended in HEC.

8. On the Question of Privilege raised by Malik Anwar Taj Advocate, MNA/Parliamentary Secretary against Mr. Abdul Jabbar, Chief PESCO Khyber Pakhtunkhwa concerning his ignorance and rough attitude with the Hon. Member; the Committee disposed of the Question of Privilege, the Committee disposed of the Question of Privilege.

9. On the Question of Privilege raised by Malik Anwar Taj Advocate, MNA/Parliamentary Secretary against Mr. Shaukat Ullah, XEN (Shabqadar) Distt. Charsadha, PESCO, Khyber Pakhtunkhwa concerning his ignorance and rough attitude with the Hon. Member, the Committee disposed of the Question of Privilege, the Committee disposed of the Question of Privilege.

10. On the Question of Privilege raised by Mr. Ramesh Lal and other MNAs against allegedly not-attending the telephone calls of the Hon. Member by Mr. Kazim Jatoi, Secretary, Health Department, Government of Sindh; the Committee expressed its displeasure for not attending the meeting by Chief Secretary, Sindh, and Secretary M/O Health. The Committee directed that both the Officers should ensure their presence in the next meeting of the Committee otherwise action would be taken against them as per Rules.  The Committee also directed that Mr. Zulfiqar Bacahni, and Ms. Naseebia Channa should also be invited in the next meeting of the Committee.

11. On the Question of Privilege raised by Mr. Sajid Khan, MNA against non-implementation on the recommendations of the Standing Committee on States and Frontier Regions (SAFRON) regarding allocation of 265 seats in Medical and Dental Colleges for the students of FATA and Balochistan under PSDP Project by the Chairman, Higher Education Commission and President, Pakistan Medical Commission; the Committee directed that all the Chief Secretaries and Secretaries Health Departments of all the Provinces should attend the next meeting of the Committee in person. The Committee also directed that the Chairman, Standing Committee on SAFRON and Mr. Muhammad Iqbal Khan, MNA should also be invited in the next meeting of the Committee.

12. On the Question of Privilege raised by Mr. Faheem Khan, MNA regarding allegedly non-attending the telephone call of the Hon. MNA by Managing Director, Water Board, Karachi; the Committee directed that the M.D Water Board should give in-writing to the Police for withdrawal of application against the Hon.Mover.  The Committee also directed that the compliance on the remaining connections of the Hon. Mover should also be provided. The Committee pended the Question of Privilege till its next meeting.

13. On the Question of Privilege raised by Mr. Zulfiqar Ali Behan, MNA regarding allegedly non-attending the telephone call of the Hon. MNA by DFC (Mr. Feroz Aslam), Naushahro Feroz, Food Department Sindh; the Committee pended the Question of Privilege till its next meeting.

14. On the Question of Privilege raised by Mr. Ali Gohar Khan, MNA regarding allegedly not-attending the telephone call of the Honourable MNA by Mr. Imran Ahmar, Regional Police Officer (RPO) Rawalpindi; the Committee disposed of the Question of Privilege.

15. On the Question of Privilege moved by Makhdoom Syed Sami-ul-Hassan Gillani, MNA regarding allegedly non-cooperation of Mr. Zaheer Warraich, Chief Engineer, Pak PWD, Lahore and Superintendent Engineer, Pak PWD, Multan with the Hon. Member; the Committee directed that Secretary, M/O Housing and Works and D.G, PWD should attend the next meeting of the Committee in person. The Committee also directed that the D.G, PWD should conduct an inquiry on the matter, fix responsibility and report to the Committee in its next meeting.

16. On the Question of Privilege moved by Haji Imtiaz Ahmed Chaudhary, MNA regarding misbehaviour of Mr. Zulfiqar Ahmed Ghuman, Commissioner, Gujranwala, with the Hon. Member; the Committee was not satisfied with the withdrawal letter of the Hon.. Mover and directed that the Hon. Mover and the Commissioner Gujranwala, should attend the next meeting of the Committee.

17. On the Question of Privilege moved by Mr. Ehsan-ur-Rehman Mazari, MNA regarding allegedly not attending the telephone calls of the Hon. Member by Deputy Commissioner and Mr. Zeeshan Ranjha, Assistant Commissioner, Lahore; the Committee pended the Question of Privilege till its next meeting.

18. On the Question of Privilege moved by Mr. Sher Ali Arbab, MNA regarding allegedly not attending the telephone calls of the Hon. Member by SSP, Operations, Peshawar; the Committee on the request of the Hon. Mover, disposed of the Question of Privilege.

19. On the Question of Privilege moved by Mr. Muhammad Iqbal Khan, MNA/Parliamentary Secretary against Secretary Health, Khyber Pakhtunkhwa, District Health Officer, District Khyber and Mr. Jehangir Afridi, Medical Superintendent, Dogra Hospital, Khyber Pakhtunkhwa for non-finishing the protest of the administration of Dogra Hospital and not attending the telephone calls of the Hon. Parliamentary Secretary by the Medical Superintendent, the Committee recommended that Mr. Ayub should be posted back on his place. The Committee also directed Mr. Jehangir Afridi should be posted at some other point. The Committee directed that an inquiry should be initiated against the DHO, ADHO, M/S of the said Hospital and the SMO and the report in this regard should be submitted to the Committee. The Committee pended the Question of Privilege till its next meeting.

20. On the Question of Privilege moved by Dr. Haider Ali Khan, MNA against in-action of Mr. Dilawar Khan Bangash, District Police Officer, Swat against false implication of innocent students in robbery., the Committee pended the Question of Privilege till its next meeting with the direction that I.G.P (KPK), R.P.O, Swat and D.P.O, Swat should attend the next meeting of the Committee in person.
21. On the Question of Privilege raised by Mr. Atta Ullah, MNA regarding allegedly not attending the telephone calls of the Hon. Member by Chief Executive Office, PESCO, Superintending Engineer (SE), Bannu and XEN WAPDA, Karak, the Committee disposed of the Question of Privilege.

22. On any other item with the permission of the Chair, the Committee extended the time period of the Sub-Committee under the convenership of Mr. Muhammad Junaid Anwar Chaudhary, MNA till 31st August, 2021. The Committee also appointed a Sub-Committee on the issues of the CDA by the Hon. Members as under. The notification of the Sub-Committee will be issued after the last meeting of the Sub-Committee of Mr. Muhammad Junaid Anwar Chaudhary, MNA on 31st August, 2021:

23. The meeting was attended by Rana Muhammad Qasim Noon, Mr. Zulfiqar Ali Khan Dullah, Mr. Ghulam Muhammad Lali, Mr. Nawab Sher, Mr. Khurram Shahzad, Ms. Ghulam Bibi, Rai Muhammad Murtaza Iqbal, Mr. Muhammad Sajjad, Ch. Armghan Subhani, Mr. Mohsin Nawaz Ranjha, Mr. Muhammad Junaid Anwar Chaudhary, Syed Imran Ahmad Shah, Pir Syed Fazal Ali Shah Jillani, Syed Ghulam Mustafa Shah, Ms. Shagufta Jumani and Eng. Ali Muhammad Khan, Advocate, MNAs/Minister of State for Parliamentary Affairs.

24. The meeting was also attended by Malik Anwar Taj, Ch. Shoukat Ali Bhatti, Mr. Ramesh Lal, Mr. Sajid Khan, Mr. Faheem Khan, Mr. Ali Gohar Khan, Makhdoom Syed Sami ul Hassan Gillani, Mr. Ehsan ul Rehman Mazari, Mr. Muhammad Iqbal Khan, Dr. Haider Ali Khan and Mr. Atta Ullah, MNAs/Parliamentary Secretary.

25. The Committee also invited Sardar Riaz Mahmood Mazari, MNA as a Special Invitee.
