NA Standing Committee on Law and Justice meets

Islamabad, 31st October, 2019; 23rd meeting of the Standing Committee on Law and Justice was held today under the Chairmanship of Mr. Riaz Fatyana, MNA in Committee Room No.7 Parliament House Islamabad.

2.     The meeting started with the recitation from the Holy Quran. Before proceeding with agenda the Committee offered Fatiha for the departed soles of the Passengers in train incident occurred today morning when the train suddenly caught fire near Rahim Yar Khan, while traveling between Karachi and Lahore. The Committee unanimously recommends that an inquiry shall be conducted by the concerned Ministry and the report of the same should be submitted to the committee with details why and how the Gas cylinders were brought onto the train when the same is banned in Pakistan.

3.     The committee also condemns and takes serious notice of the incident of rape of seven-year-old school girl in PannuAqil, widely circulating on the social media. The committee recommends that Inspector General of Police Sindh shall inquire into the matter and submit detail report of the incident to the Committee.

4.     The committee also takes serious notice of mushroom growth of female hostels in various cities of the country. And recommends to the Federal Government and all the Provincial Governments to establish regulatory bodies to register and regulate private female hostels. In this context two Members of the Committee from Baluchistan draw attention of the Committee to the issue of installation of cameras in washrooms of girl’s hostel of Baluchistan University. The Committee unanimously recommends that an inquiry shall be conducted by the Chief Minister Baluchistan and the report of the same should be submitted to the committee.Then the Committee decided to proceed with the agenda.

5. The Committee considered the Bill “The Constitution (Amendment) Bill, 2019 (Article 25) (Moved by Dr. Nafisa Shah, MNA)”after detail deliberations the Committee deferred the same till next meeting with recommendation that the Hon.Mover shall redraft the Bill as per observations of the Committee and then place it before the Committee.

6.The Committee reconsidered the Bills“The Federal Ombudsmen Institutional Reforms (Amendment) Bill, 2019 (Article 22) and The Recognition and Enforcement (Arbitration Agreements and Foreign Arbitral Awards) (Amendment) Bill, 2019 (Article 9) (Moved by Syed Fakhar Imam, MNA);”after detail deliberations the Committee deferred the same till its next meeting.

7.The Committee re-considered the Bill “the Constitution (Amendment) Bill, 2019 (Article 51, 76 and 106) (Moved by Ms. Kishwar Zahra, MNA)”after detail deliberations the Committee deferred the same till next meeting.

8.The Committee considered the Bill, “The Constitution (Amendment) Bill, 2019 (Article No. 51 and 59) (Moved by Ms. Kishwar Zahra, MNA)”.After detail deliberations the Committee recommends that the same be referred to the House with recommendation that a Parliamentary/Special Committee shall be constituted for consideration of the same.

9.     Hon. Members/MNAs/Movers Mr. Atta Ullah, Mr.LalChand, Mr.Muhammad Farooq Azam Malik, Ms. Kishwar Zehra, Malik Muhammad Ehsan Ullah Tiwana, Agha Hassan Baloch, Mr.Syed Hussain Tariq, Ms.Nafeesa Shah, Syed Naveed Qamar Ms. Aliya Kamran and Syed Fakhar Imam, attended the meeting besides the senior officers from the Ministry of Law and Justice with their staff.
