7th meeting of the Standing Committee on Information Technology & Telecommunication

Islamabad, 26th August, 2019: 7th meeting of the Standing Committee on Information Technology & Telecommunication was held today at 11:00 a.m. in 4th Floor, Committee Room 07 Parliament House, Islamabad under the Chairmanship of Mr. Ali Khan Jadoon

2.         The meeting started with recitation from the Holy Quran. Then, the Committee decided to proceed with the agenda.

3.         The Committee unanimously confirmed the minutes of its previous meeting held on 08-07-2019.

4.         The representative from Ministry of Information Technology and Telecommunication (MOITT) briefed the Committee regarding the National Incubation Centre (NIC) Ignite and give overall presentation regarding the awareness program /milestones which they have achieved from the date of (Feb 2017- till-now).

The NIC representative also invited the honorable Committee Members to visit the NIC and the Chairman Committee agreed upon the visit of NIC and decided that the Committee will visit during the session days.

5.        The Federal Investigation Agency (FIA) addressed to the Committee over the cyber-crimes, Security and objectionable material posted in social media where they stated new cyber-crime project has been commenced in Sept, 2018 project cost around (1,128 Million pkr ) within 2 years. NOC was also granted for the recruitment of 416 freshmen officers on 2 years contract. Where this project will fasten the cases process speed

The Chairman directed Pakistan Telecommunication Authority (PTA) representative to take strict action over the aggressive marketing of Sims selling at streets and un-official retailers. Where such practices are giving blow to the Cyber-crime. And further directed that to avoid Cyber-crime, Sim cards illegal registration and aggressive selling should be stopped or lowered.

6.       The Committee was also briefed by Pakistan Telecommunication Company Limited (PTCL) representative about usurpation the rights of PTCL employees after 2008 and not revised pay scales with addition since 2011 as announced by the Government. Where the PTCL employee Union head was also present during the meeting who informed the Committee about problems faced by employees. After detailed briefing/deliberations the chair constituted a sub-Committee consisting 3 members of Committee where Mr. Sher Ali Arbab as a convener and two other members ( Mr. Ali Gohar Khan and Mr. Muhammad Hashim) on the agenda regarding usurpations the rights of PTCL employees after 2008: embezzlements after 26% PTCL shares: not revised pay scales with the addition since 2011 as announced by the Government; not giving 12% share to the employees of the PTCL through BESOS in 2010; regularizations of NCPG, daily wages, contract employees; hundreds of PTCL employees sacked by the Government in 2010; granting of dues /arrears along with increased pensions.

7.         Agenda item no (IV) and (VI) were deferred till the next meeting of the Committee.

8.         The meeting was attended by MNAs Mr.Saghibzada Sibghatullah, Mr. Sher Ali Arbab, Ms Javaria Zafar Aheer, Ms. Kanwal Shauzab, Ms.Nusrat Wahid, Mr.Muhammad Hashim, Mr.Ali Gohar Khan,  Ms. Romina Khursheed Alam, Ms. Maiza Hameed, Mr. Mahesh Kumar Malani, Ms. Naz Baloch, Mr, Syed Mehmood Shah . The meeting was also attended by Minister for IT and senior officers of the Ministry of IT.
