NA Standing Committee on Federal Education and Professional Training meets

Islamabad, the 3rd July, 2019; 5th Meeting of the Standing Committee on Federal Education and Professional Training was held today under the Chairmanship of Mian Najeeb Ud Din Awaisi, MNA in Committee Room No. 7, 4th floor, Parliament House, Islamabad.

The meeting commenced with recitation from the Holy Quran. The Committee confirmed the previous minutes of the meeting of the Committee, held on 20th May, 2019.  The Executive Director, Higher Education Commission presented the comprehensive report on the previous recommendations of the Committee and answers on the queries of the Members.

The Committee discussed the Agenda Item No. III regarding “The University of Islamabad Bill, 2019 (Government Bill)”. The Executive Director, Higher Education Commission informed the Committee that it should be cleared that this university will be established in Islamabad otherwise, NOC will not be issued without its clarification. The Committee asked the Ministry of Federal Education to confirm from the Revenue Officer, CDA to provide record of 103 kanal of land situated in the Behria Enclave, Islamabad, review the jurisdiction and locality of the land in Islamabad,  provide detailed information about its Governing Body, its sponsor and how much students will be facilitated in this University in future. The Committee deferred this Bill till provision of the detailed information on it.

The Committee also discussed the Agenda Item No. IV regarding detailed briefing on the functions of the Private Educational Institutions Regulatory Authority (ICT-PEIRA). The Chairman, PEIRA, gave briefing on it but the Committee could not be satisfied on his briefing, and expressed concern over non-functioning of PEIRA as fees were being charged from the students during the months of summer vacations, were not being paid salaries according to the rules of PEIRA.  The Committee expressed concern over non-functioning of PEIRA, and the M/o Federal Education and Professional Training as the Supreme Court of Pakistan had to decide the issues of PEIRA how to manage the 2000 schools and urged that Ministry of Education should help framing new rules and business of PEIRA. The Committee suggested the Ministry should make external audit of PEIRA. The Committee also suggested the Ministry to provide governance and financing details of PEIRA to the Committee in its next meeting.

The Committee suggested to provide Rules of Business of PEIRA to the Committee before its next meeting. The Committee suggested the Ministry to increase the membership of PEIRA from two to twenty to stream line its governance. The Committee recommended to increase the salaries of teachers. The Committee also suggested to the Ministry that all the stake-holders should be taken into confidence for making education policy.

The Committee suggested the Ministry that PEIRA should entertain private schools. The Committee asked the Ministry to provide detail of school teachers who were disqualified. The Committee suggested the Ministry that fees of summer vacation should not be charged from the students. The Committee constituted Sub-Committee in the Convenership of Mr. Ali Nawaz Awan, MNA comprising Ms. Mehnaz Akber Aziz, Mr. Sadaqat Ali Khan, and Ms. Nafeesa Inayatullah Khan Khattak, MNAs to resolve the issues being faced by Private Educational Institutions Regulatory Authority (ICT-PEIRA).

Muhammad Hamid Hameed, Ms. Mussarat Rafiq Mahesar, and Chairman, Mian Najeeb ud Din Awaisi, attended the meeting.
