NA Standing Committees on House and Library meets

NA HOUSE AND LIBRARY COMMITTEE ASK MOS FOR CADD TO LOOK INTO THE ISSUES PERTAINING TO FAILURE OF COMPLETION OF ADDITIONAL SUITES AT PARLIAMENT LODGES

Islamabad: December 4, 2017: Standing Committee on House and Library expressing its annoyance on failure of completion of additional family suites and servant quarters at Parliament Lodges till date, has asked the Minister of State for CADD to look into the matter for its early resolution. Others matters pertaining to possession of plots to members of NAECHS, repair and maintenance work of Parliament House, its Committee Rooms and family suite at Parliament Lodges and up-gradation of National Assembly Library came under discussion in the meeting held under the Chairmanship of Acting Speaker Javed Murtaza Abassi in Parliament House, today.

The Acting Speaker resented the failure of construction of family suites at Parliament Lodges by the Contractor and said that the Project was started in May, 2011 and was supposed to be completed in November 2013. However due to negligence of CDA and Construction Firm, the work on the said project could not be completed till date.  He said that despite several commitments before the Committee, the construction firm did not make sincere efforts to complete the project and unilaterally aborted the contract. He said that due to non-completion of this project, the Parliamentarians were suffering for the last four and half years.

The Minister assured the Committee that he would look into the matter to bring it to its logical conclusion. He said that he would ask the CDA to get the work completed from another contractor, meanwhile pursue the legal course of action. The CDA Representative informed the Committee that the Contractor had entered into Arbitration and was hiding himself behind the legal formalities in order to linger on the issue. He further informed that the Arbitrator had held multiple hearings and hopefully he would announce the award on the next hearing.

While discussing the repair and maintenance work of Parliament House and Lodges and up-gradation of Committee Rooms at Parliament House, the Committee expressed its displeasure over poor quality of work and directed CDA to ensure use of quality material and work. The Committee directed to prioritize maintenance work of up-gradation of Committee Rooms and National Assembly Library instead of other minor works. The Committee also directed CDA to follow financial discipline and ensure utilization of allocated funds within stipulated timeframe in order to get the work completed, timely as per direction of the committee.

The Committee while discussing possession of plots to the Employees of the National Assembly Employees Cooperative Housing Society directed ICT Administration to ensure implementation of the joint venture agreement between NAECHS and FECHS. The Committee directed for handing over of the developed plots ready for possession to the Members of NAECHS and actively pursue litigation filed by previous management of FECHS. The Committee also directed ICT Administration to hold the election of the NAECHS.

The meeting was attended by Minister of State for CADD Dr. Tariq Fazal Chaudhry, MNAs Mr. Aqib Ullah Khan, Dr. Mahreen Razaque Bhutto, Mrs. Shahida Rehmani, Maulana Qamar-ud-din, Mr. Mehboob Alam and Senior Officers of CADD, CDA and National Assembly Secretariat.
