NA Standing Committee on Human Rights Meets

Islamabad, the 18th July, 2017. 30th meeting of the Standing Committee on M/o Human Rights met today at 11:00 am in the Committee Room of PIPS Parliament Lodges, Islamabad under the Chairmanship of Mr. Babar Nawaz Khan, MNA. The Committee discussed the following agenda:
 

Agenda item No. 1

i) Confirmation of minutes of the previous meetings held on 4th and 13th July, 2017.
ii) Discussion on the issues of Human Rights violation in respect of allotment of plots to the effectees of Tarbella Dam and Warsak Dam
 

The Committee, after recitation from the Holy Qur’an, unanimously confirmed the minutes of the previous meetings.
 

The Standing Committee expressed its displeasure over view point of WAPDA that no violations of Human Rights have been committed by WAPDA with reference to allotment of plots to the effecttes of Tarbella and Warsak Dams whereas violations have been committed by WAPDA and a fair compensation was not paid to the affected person of Tarbella and Warsak Dams. It was informed by the two affected persons in the committee meeting that 70% affected persons have not been allotted substitution of land whereas 30% affected persons who were allotted substitution of land have been facing residential and other problems. It was also shared in the meeting that compensation was not given to the affected persons like peasants, landless fishermen, boats-men and gold extractors. It was stated that resettlement policy laid in the M/o Environment may be introduced.

Concession of 1100 unit electricity for three villages of Ghazi Hamlet, Kangra and Khlabat Township from the amount of Net Hydra was conditioned with the permission of NOC from the Chief Minister, Khyber Pakhtoonkhwa. PESCO and TESCO Chief Executive Officers were called in the next meeting which will be held on 28th July, 2017.   Chief Engineer WARSAK apprised the Committee that record of gardeners, Chowkidars, etc from scale1-2 who are appointed from local areas exists. The Committee recommended that 10 years’ record of appointment of scale.1-2 from WARSAK, Tribal Areas and Mehmand Agency be brought in the next meeting. The Committee also decided to visit the areas of WARSAK and TARbela Dams affected persons along with the WAPDA officers.


The meeting was attended by Sahibzada Muhammad Yaqub, Sayed Essa Nori, Begum Tahira Bukhari, Surriya Asghar, Ms. Kiran Haider, Ms. Zahra Wadood Fatemi, Ms. Amra Khan, Dr. Shazia Sobia, Ms. Musarat Rafique Mahesar, Mr. Sajid Nawaz, Mr. Kanwar Naveed Jameel, Ms. Aliya Kamran Murtaza, Mrs. Naseema Hafeez Penezai, MNAs and senior officers from the Ministry of Human Rights, M/o Water and Power, and its attached department.
