Islamabad, 27th April, 2017: The National Assembly Standing Committee on Federal Education and Professional Training met today in Committee Room of NAVTTC, Evacuee Trust Complex, Agha Khan Road, Islamabad under the Chairmanship of Col. (Retd) Dr. Amirullah Marwat, MNA. In start of meeting, the Committee discussed the incident of barbaric and cold blooded murder of Mashal Khan which took place on 13th April, 2017 at Abdul Wali Khan University, Mardan in detail. The Committee termed the total failure of the Administration of the said university and recommended to the quarters concerned to give exemplary punishment to all the involved persons in the Mashal khan murder case. The Committee showed its great concern over the incident and expressed that there is lack of character building of our future generation at universities. In this regard the Committee stressed upon the need and directed the HEC to take steps for character building of our young generation at universities. The Registrar and other representatives of the Abdul Wali khan University also briefed the Committee over the Mashal Khan murder case. The Committee was informed that on the direction of the Apex Court the Joint Investigation Team (JIT) is probing into the case which is still under process. The Committee also recommended to the Provincial Government, Khyber Pakhtunkhwa to appoint permanent Vice Chancellors in the Universities where the VC post is vacant on priority basis.
 
2.       The Committee considered “The Apprenticeship Bill, 2017” and approved unanimously with certain amendments. 
 
3.       The Committee also discussed “The Sir Syed (Centre for Advance Studies in Engineering) Institution of Technology, Islamabad Bill, 2016 and deferred with the direction that the HEC and CASE Administration look into the deficiencies/legal requirements as highlighted by the HEC and resolve it on priority basis before next meeting.  
 
4.       The Committee also considered the question asked by Ms. Mussarat Ahmed Zeb, MNA in the National Assembly on 2nd February, 2017 regarding Swat University and referred to the Committee for consideration. The Committee directed the HEC to complete the inquiry report regarding alleged irregularities in awarding contract of the Swat University project, acquiring land for the Swat University and excess/over payment to the contractor of the project in lieu of escalation within a month positively.

5.       The Committee also took serious notice after notification issued by the Karachi University and declared fake the Ph.D degree of the Prof. Dr. Suleman D Muhammad, Vice Chancellor of Federal Urdu University, Karachi and urged the Federal Government to move summary to the President of Pakistan on immediate basis to appoint new Vice Chancellor of the Federal Urdu University, Karachi.
